About this opportunity
The Utah State Courts Administrative Office of the Courts is requesting proposals for legal representation of respondents in guardianship petitions statewide under the Guardianship Reporting and Monitoring Program, with proposals due September 16, 2026 at 3:00 p.m. MDT. The RFP anticipates award to a single offeror through a two-phase evaluation process.
Qualified offerors must be law firms or agencies with attorneys admitted to practice in Utah and in good standing with the Utah State Bar. Attorneys must demonstrate competency in guardianship law and procedures through written certification or completion of the GRAMP training course. This is a pilot program designed as a secondary provider when volunteer attorneys through the Guardianship Signature Program cannot be matched within the statutory 60-day period.
The scope encompasses legal representation in approximately 130 guardianship cases annually statewide, with each case averaging 5–15 hours of attorney work. Cases will be assigned after the 60-day volunteer period has elapsed. The work includes representation of respondents in guardianship petitions where judges would otherwise appoint a court visitor or proceed without court visitor or attorney.
Compensation is fixed at $100 per hour with a maximum annual payout of $130,000 (1,300 billable hours). The initial contract term is one year with the option to extend for an additional year at the Judicial Council's discretion and mutual agreement. Price adjustments following the guarantee period require 30 days' notice with supporting documentation.
Phase I evaluation is scored out of 85 possible points; vendors scoring at least 51 points advance to Phase II interviews. Final award is based on highest combined score. Evaluation criteria weight capacity and scalability (25%), competency and qualifications (20%), guardianship and disability law experience (25%), references and prior case ratings (15%), and interview performance (15%).
Proposals must be submitted electronically through the Euna Bonfire U3P website or in hard copy (one original and three identical copies) to the AOC Purchasing Department, 450 South State, PO Box 140241, Salt Lake City, Utah 84114-0241. Proposals may not be withdrawn for 60 days from the due date. All questions and answers proceed through the U3P website during the posted Q&A period.
Opportunity text
The purpose of this request for proposal is to enter into a contract with a qualified firm or agency to provide legal representation to respondents in guardianship petitions filed statewide (Guardianship Reporting and Monitoring Program). The Judicial Council has provided funding for this pilot program in which a firm or agency will be incentivized to accept guardianship cases statewide when appointed by the court. The GSP (Guardianship Signature Program) receives approximately 130 requests from all the districts and each year that are not eligible for an attorney waiver, as per statute. These are cases where judges would either ask for a court visitor, even though statute requires the appointment of an attorney; or the judge would move forward with the appointment, without a court visitor or attorney. Each case averages 5-15 hours of work to be completed by an attorney. These cases will be assigned to the pilot program after the statutory 60 days have passed to allow an attorney to volunteer for the case through the GSP. It is anticipated that this RFP will result in a contract award to a single offeror. There will be two phases to this RFP. All vendors who score 51 points or higher out of 85 points possible on the attached evaluation scoresheet in Phase I will qualify for an interview in a second phase. The winning bidder will be the highest score after the Phase II. Please provide a proposal that addresses all of the requirements and scope of work, including addressing each of the Evaluation score sheet categories, on the attached RFP document. Cost is a fixed rate for this project at $100/hr with a maximum payout of $130,000 annually. All questions and answers will be through this Euna Bonfire U3P website during the posted Q & A period.
