About this opportunity
Dorchester County, South Carolina is requesting proposals for used tire collection, transportation, recycling, processing, and beneficial reuse services for its residential Convenience Site program under RFP, with proposals due September 24, 2026 at 2:00 p.m.
The County collects approximately 225 to 250 tons of used tires annually, consisting primarily of passenger and light-truck tires without rims. The contractor will consolidate whole tires at one of two designated locations—Sandy Pines Convenience Site in Dorchester or Miles Road/Suburban Convenience Site in Summerville—for pickup by the contractor. The contractor must provide all necessary labor, equipment, storage containers, transportation, permits, and licenses without additional County expense. The contractor is responsible for obtaining and maintaining all required state, local, and municipal licenses and permits related to tire collection, transportation, and processing.
The contract term is one year with the option to renew for up to four additional one-year terms, not to exceed five years total. Evaluation will be conducted using a weighted scoring system: cost 35 percent, collection and service approach 20 percent, recycling and beneficial reuse 20 percent, qualifications and experience 15 percent, and reporting and documentation 10 percent. Cost proposals will be calculated based on 250 tons of tires, twelve routine pickups, and twelve months of storage equipment. The County's primary objectives are to reduce operational costs, maximize recycling and beneficial reuse, minimize landfill disposal, and preserve landfill capacity.
The County reserves the right to reject any or all proposals and is not obligated to accept the lowest cost proposal if alternative proposals provide greater overall value. Written questions must be submitted by September 15, 2026 at 8:00 a.m. The successful proposer must submit acceptable insurance certificates within five business days of the Notice of Award and execute a formal contract within ten business days. Payment is due within thirty days of approved invoices.
