About this opportunity
The Missouri Department of Transportation (MoDOT) is seeking to procure a used Roadzipper Machine through a Single Feasible Source (SFS) procurement contingent upon the City of St. Charles being awarded Transportation Alternative Program (TAP) 7303 (615). Specifically, MoDOT intends to acquire a used Barrier Systems Inc. Series 100 BTM Roadway Zipper Machine for deployment on Discovery Bridge (MO 370) over the Missouri River during construction and subsequent operations. The machine is a self-propelled device designed to transfer and transport Quickchange Moveable Concrete Barrier laterally between lanes at speeds up to 5 mph. The solicitation period ran from November 9, 2018 to November 16, 2018, with expected delivery within 60-120 working days following TAP project award. MoDOT has determined that only Lindsay Transportation Solutions can provide the required used machine at a discounted price within the necessary delivery timeframe, making this a proprietary single-source procurement.
The procurement is structured as a one-time purchase with a total estimated value of $413,500, which includes the used machine, warranty, training, and a spare parts package. There are no specific set-aside designations or restrictions on organizational respondents mentioned in the documentation. Lindsay Transportation Solutions has been identified as the sole vendor capable of meeting MoDOT's requirements and will be responsible for all future service and preventive maintenance for the machine as long as it remains in service. The acquisition is being conducted under Missouri Code of State Regulation 7 CSR 10-11.020, which allows for waiving competitive bidding when only one viable source exists. The procurement is contingent upon the City of St. Charles awarding the TAP-7303(615) project, and the machine will be delivered with Free On Board Destination terms. The equipment must integrate with existing infrastructure on the Discovery Bridge and support ongoing construction and transportation management efforts.
