About this opportunity

The Georgia Department of Corrections solicited bids for Law Enforcement Use of Force Training Simulators under eRFQ No. 46700-GDC0000979, with an original closing date of October 5, 2021; the solicitation was cancelled on November 23, 2021, due to the need to redevelop requirements.

The scope comprised one fixed simulator system, six mobile simulator systems, and all necessary equipment for installation and operation. Mandatory technical specifications included IADLEST-certified training curriculum, Threat Fire physiological response devices, TASER simulation cartridges functional in live weapons with dual laser modules and audio-frequency activation, laser-based low-light flashlights, and refill stations with internal pump mechanisms. GDC also requested pricing for an Annual Service Plan to be considered after warranty expiration and encouraged vendors to submit optional buy-back pricing for four existing Meggitt simulators.

Three vendors submitted responses: VirTra, Inc. (bid $491,341), TI Training LE LLC (bid $294,570), and FAAC Incorporated (bid $330,350). GDC indicated selection would be made to the lowest responsive and responsible bidder meeting all specifications. VirTra protested the November 8, 2021 Notice of Intent to Award to TI Training LE LLC, contending that TI Training's proposal was non-responsive to mandatory technical specifications protected by VirTra's patents and that FAAC's bid was similarly non-responsive. On November 24, 2021, the Georgia Department of Administrative Services issued a decision that GDC would cancel the entire eRFQ, rendering the protest moot. GDC has not yet announced a rebid timeline; prospective vendors will be required to respond to new bid forms and requirements if a subsequent solicitation is issued.
