About this opportunity

The Michigan Department of Transportation is requesting proposals for a 2-inch Hot Mix Asphalt overlay on US-10 Eastbound in Williams Township, Bay County, with proposals due at 3:00 p.m. Eastern on June 8, 2026, and work scheduled for June 20–21, 2026 (or July 25–26 as alternate dates if weather prevents completion). This is a maintenance-funded project with prevailing wage requirements and no overpayment or extras permitted.

Bidders must be MDOT Prequalified Contractors in the Hot Mix Asphalt/Bituminous Patching category and registered with the Michigan Department of Labor and Economic Opportunity. The scope covers a 0.51-mile section overlaying three eastbound travel lanes and shoulders, one exit ramp lane with shoulder, and the gore area, with HMA safety edge installation along gravel shoulders. The project includes 2,622 tons of HMA 5EML High Stress mixture, pavement marking items in multiple configurations (wet reflective waterborne markings, sprayable thermoplastic, and temporary tape), and recessing operations. Work occurs during daylight hours (sunrise to sunset). Permanent pavement markings must be completed within seven days of HMA paving, or by June 29 or August 3, 2026, depending on work dates.

Michigan prevailing wage rates for Bay County apply to all construction mechanics, with 54 distinct job classifications specified. Prevailing wage compliance is mandatory, including site posting of wage scales and certified payroll submission through the MDOT labor compliance program tracker. Contractors must perform at least 35 percent of work with their own organization. MDOT provides traffic control; the contractor bears all material, labor, and mobilization costs.

Commercial General Liability Insurance ($1,000,000 per occurrence / $2,000,000 aggregate), Umbrella/Excess Liability Insurance ($5,000,000), and Workers' Compensation Insurance are required. Performance and lien bonds equal to 100 percent of total contract price are required. Liquidated damages of $800 per calendar day apply for late or improper completion.

MDOT will evaluate proposals on a pass/fail basis for complete vendor questions, complete Schedule A responses, and complete pricing in Schedule B, awarding to the responsive and responsible bidder with the lowest price. Bidder questions are due by 3:00 p.m. Eastern on June 1, 2026, with answers posted by June 3. The contract term runs June 18 through September 30, 2026. All pricing is firm for the entire contract length.
