The scope comprises three components: audiovisual and broadcast systems assessment and upgrades (Component 1); lighting systems assessment and upgrades (Component 2); and ongoing maintenance and support services (Component 3). The selected vendor(s) will audit existing infrastructure, recommend solutions, procure and install equipment, integrate systems, train staff, and provide warranty coverage and responsive on-call service. Work is performed in the Town Hall Council Chambers, associated control room, and Town Hall atrium. Any incidental electrical work must be performed by a licensed North Carolina electrical contractor, with all permit and inspection costs included in the proposal or identified as a specific allowance.

Components 1 and 2 must achieve substantial completion by August 30, 2028, with Component 1 targeted for final acceptance within 12 to 18 months of the effective date (October 12, 2026). Component 3 is a two-year base term beginning at completion of Components 1 or 2, with two optional one-year renewal periods at the Town's discretion.

The combined budget for Components 1 and 2 may not exceed $300,000, including all labor, equipment, supplies, and shipping costs. Component 3 and all recurring software, licensing, hosting, subscription, and support costs must be priced separately.

Evaluation criteria are responsiveness and approach (35%), ability to meet proposed timeline and budget (25%), qualifications and references (30%), and overall value and risk (10%). The Town reserves the right to award the entire project to a single vendor or split components among multiple vendors. Proposals must be submitted through the North Carolina Electronic Vendor Portal. Written questions are due September 7, 2026; anticipated award is September 30, 2026.
