About this file
This is a Request for Proposals (RFP) issued by the Town of Cary, North Carolina's Town Manager's Office for TV Equipment and Control Room Upgrades and Maintenance services for Cary TV, the government access channel. The Town seeks qualified vendors to assess, design, and recommend replacements for audio, visual, lighting equipment, and systems that support operations in the Town Hall Council Chambers, control room, and atrium where public meetings and official programming are produced and broadcast. The project is divided into three components: audiovisual and broadcast systems assessment and upgrades, lighting systems assessment and upgrades, and ongoing maintenance and support services. Optional site visits are available between August 24 and September 4, 2026, with written questions due by September 7, 2026. The proposal deadline is September 21, 2026, at 5:00 p.m. ET, with anticipated award on September 30, 2026, and contract effective date of October 12, 2026. Components 1 and 2 must achieve substantial completion by August 30, 2028, with Component 1 targeted for final acceptance within 12 to 18 months of the effective date. The maintenance component (Component 3) includes a two-year base term beginning at completion of Components 1 or 2, with up to two additional one-year renewal options at the Town's option.
The combined budget for Components 1 and 2 (audiovisual, broadcast, and lighting systems) may not exceed $300,000, including all labor, equipment, supplies, and shipping costs. Component 3 and all recurring software, licensing, hosting, subscription, and support costs must be priced separately. Proposals will be evaluated based on responsiveness and approach to the required scope (35%), ability to meet proposed timeline and budget (25%), qualifications and references (30%), and overall value and risk to the Town (10%). The Town reserves the right to award the entire project to a single vendor or to separate components and award them to multiple vendors. Vendors must submit proposals through the North Carolina Electronic Vendor Portal (eVP) and agree to enter into a contract substantially similar to the Town's Principal Contract, which includes specified insurance requirements. Any electrical work required is incidental to system installation and must be performed by a properly licensed North Carolina electrical contractor, with all permit and inspection costs included in the proposal price or identified as a specific allowance.

1. Solicitation Schedule and Notice
The Town of Cary, North Carolina (“the Town”) is seeking qualified vendors to assess, make design and replacement recommendations, and provide equipment replacement, upgrades, and ongoing maintenance services for its government access channel (Cary TV) audio, visual, and lighting equipment and systems. These services will support operations within the Town Hall Council Chambers, associated control room, and Town Hall atrium, where public meetings and official programming are produced and broadcast to the community.
Cary is a community committed to transparency, accessibility, and high-quality public service. The Cary Town Council serves as the governing body and holds regular meetings to conduct Town business and engage with residents. These meetings, along with other programming, are broadcast live and on-demand through CaryTV to ensure residents have access to local government.
This project is focused on the replacement of critical equipment and systems, to ensure continuity of operations and long-term system reliability. The selected vendor(s) will be responsible for the full process of auditing, assessing, designing, procuring, installing, integrating, training staff in, and maintaining the systems and associated equipment, including warranty coverage, and responsive, on-call service. Vendors are expected to assess existing infrastructure and recommend durable, sustainable solutions that align with an established project budget and support ongoing operational needs.
