About this opportunity
The City of Philadelphia is soliciting bids for upgraded conferencing systems in the 13th Floor Media Conference Room at 1101 Market Street, with bids due October 22, 2026. This is a micro purchase that may be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder.
A mandatory site visit is a critical eligibility gate — vendors who do not conduct a site visit before submitting a bid face automatic disqualification. The site visit is required to obtain accurate measurements and verify location-specific requirements, as deviations from specified dimensions will result in automatic disqualification. Vendors must quote all items to be eligible for award.
The Philadelphia Department of Public Health reserves the right to request job-specific references prior to award. Vendors must submit a fully executed Consent and Authorization Agreement through the PHLContracts eProcurement platform prior to bid closing for their quotes to be deemed responsive; failure to comply results in rejection. The Agreement can be uploaded to the vendor's PHLContracts profile at registration or included with the first quote, though the City recommends profile-level submission. Once confirmed, the Agreement remains valid for future bids without resubmission.
Signature requirements vary by entity type: corporations require signatures from both the President or Vice President and Secretary, Assistant Secretary, Treasurer, or Assistant Treasurer, with a corporate resolution if other officers sign; limited liability companies, partnerships, and sole proprietorships require signatures from partners, owners, or duly authorized signers. Only the last quote submitted by the bid deadline will be considered if multiple quotes are submitted for the same solicitation. Contract amounts cannot be adjusted after submission. Vendors must not deliver or provide services until notified by the department.
Submission of an optional LGBTQ Applicant Data Form is available to collect diversity data; the City may use submitted data for other projects and make it publicly available. Questions may be directed to PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721.
