About this file
This document contains terms and conditions for Health Information Technology contracts issued by the Philadelphia Department of Public Health through the PHL Contracts portal. The solicitation pertains to upgraded conferencing systems for the media conference room located at 1101 Market Street, 13th Floor in Philadelphia, Pennsylvania. The contract will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. All potential vendors are required to conduct a mandatory site visit before submitting a bid to obtain accurate measurements and verify location-specific requirements, as deviations from specified dimensions may result in automatic disqualification. Vendors must quote all items to be eligible for award and are prohibited from delivering or providing services until notified by the department.
The terms establish that only the last quote submitted by the bid opening deadline will be considered for award if multiple quotes are submitted for the same solicitation. The Philadelphia Department of Public Health reserves the right to request job-specific references relevant to the services offered prior to awarding any contract. Vendors who submit responses without completing the required site visit or meeting stated requirements face automatic disqualification. The contract amount cannot be adjusted once a quote is submitted through PHL Contracts. Vendors are encouraged to thoroughly review the entire bid solicitation and submit questions prior to responding to ensure compliance with all requirements.
