About this opportunity

The Florida Department of Transportation's State Materials Office is pursuing a single-source procurement for the upgrade of the Multi-Purpose Survey Vehicle (MPSV)/Laser Profiler System, specifically targeting vehicle testing and measuring equipment. The procurement involves upgrading the current MPSV to meet American Association of State Highway and Transportation Officials (AASHTO) Pavement Design Guidelines, with the primary objective of ensuring continued collection of critical roadway condition data. The project requires comprehensive equipment, software, maintenance, and system upgrade services, focusing on proprietary computer control systems, hardware components, and software updates. The procurement is limited to International Cybernetics Company, LP (ICC), which is identified as the sole vendor capable of rebuilding and upgrading the specialized system. Vendors must submit information by 5:00 p.m. (EST) on October 3, 2025, via the specified email address, with the Department reserving the right to post its intended single-source purchase decision on the Vendor Information Portal after reviewing submitted information.

The procurement is specifically confined to Leon County, Florida, with no explicit set-aside designations or restrictions on organizational types mentioned in the documentation. ICC is the known and intended vendor, with no indication of alternative suppliers or competitive bidding processes. The estimated dollar value for this single-source acquisition is $265,695.00, covering a 9-month contract term. The system upgrade will integrate proprietary technological components that are uniquely designed and controlled by ICC, ensuring continued compliance with FDOT's technological requirements. The procurement appears to be highly specialized, targeting a specific technological solution for pavement condition and geometry data collection that cannot be replicated by other vendors. No additional information is provided regarding disadvantaged enterprise participation or alternative vendor qualifications.
