About this opportunity

The Yuma County Department of Engineering, Flood Control District is requesting proposals from qualified engineering consultants to update the West Yuma Mesa Storm Drainage System Plan and the 28th Street Storm Drainage Study Master Plan, with proposals due September 18, 2026.

The scope encompasses hydrological analysis of 100-year, 6-hour, and 24-hour storm events; evaluation and adjustment of drainage area limits; identification of new basin locations and discharge outlets; field survey and inventory of existing drainage facilities; geotechnical investigation; development of alternatives to address the reduced capacity of Smucker Park detention basin (from 188 acre-feet to 50 acre-feet); cost estimates; and construction phasing recommendations. The project covers a drainage area approximately one mile wide and seven miles in length along the western edge of Yuma Mesa in the City of Yuma. Work requires coordination with the Yuma County Water Users Association and Bureau of Reclamation. The selected consultant must deliver all project documents — field investigation reports, survey notes, photographs, videotapes, mapping, hydrology and hydraulic analyses, geotechnical and design reports, engineering calculations, cost estimates, and meeting minutes — to Yuma County before final payment.

The project budget is $500,000; professional services fees will be negotiated following consultant selection. Proposals must not exceed 10 pages (8" × 12") including appendices, with the transmittal cover letter submitted separately. Evaluation is weighted on experience (15 points), qualifications (20 points), issues and objectives (20 points), project approach (20 points), time schedule (10 points), familiarity with project area (10 points), and additional information (5 points). The County requires the selected consultant to maintain public liability insurance of $1 million single limit (including auto) and property damage coverage of $300,000 per occurrence (including auto), plus professional liability coverage for errors and omissions. The County reserves the right to reject any or all proposals and to select the best-qualified firm for contract negotiation, proceeding to second or third-qualified firms if negotiations fail.
