I. SCOPE OF WORK

A. GENERAL PROJECT INFORMATION

OBJECTIVE

To provide the County of Yuma Flood Control District with the following:

The consultant shall review, evaluate and update the existing West Yuma Mesa Storm Drainage Discharge System Plan, prepared by Cella Barr Associates, dated September 1996. In addition, the consultant shall also familiarize themselves with the 28th Street Storm Drainage Study Master Plan Report prepared by Dibble & Associates dated November 1997. The consultant shall identify new stormwater basin/outfalls as the Smucker Basin will no longer take it the amount of storm water it was initially designed for.

The consultant will need to conduct data research, field/surveys verifications and limits.

Adjust these drainage area limits as necessary and complete hydrological analysis of the revised drainage area. The study identified the Smucker Park Detention Basin as an outfall for stormwater. The basin was originally design to retain approximately 188 acre-feet.

However, the Smucker Park basin capacity has been reduced to approximately 50 acre-feet. Any stormwater that was programmed to be delivered to this basin will now need to be addressed with other storm water detention facilities which need to be identified in this update.

Recommendations to these alternatives will be provided, including alignment and grade for the approaches, right-of-way constraints, TCE requirements, estimated construction cost for each alternative. No aerial topographic survey has also been completed for this project. Field topographic surveys will be necessary to supplement this work.

It is the intent of this RFP for the consultant to evaluate which alternative will minimize the disruption to City of Yuma operations, neighborhoods, traffic, minimize construction costs and evaluate construction feasibility.

The consultant will be required to work closely with the Flood Control District, City of Yuma and the Bureau of Reclamation/ YCWUA to discuss the proposed alternatives, obtain their reviews and timelines, design standards and ultimately obtain their concurrence for any proposed work affecting their facilities.

AGENCY

The Yuma County Department of Engineering/Flood Control District is the Agency sponsoring this project and the one who will be contracting for the work. All liaison and correspondence will be between the consultant and the Yuma County Department of Engineering.

SUBCONSULTANT AND ASSOCIATES

P a g e | 6

Any subconsultants or associates proposed to perform services on this project must be listed and made a part of the Consultant’s proposal.

COMPENSATION AND INSURANCE

A fee is to be negotiated after a selection has been made. Subsequent to the selection of the consultant, an Agreement is to be executed by and between the consultant and Yuma County Flood Control District. This Agreement will include the fee provisions, payment period, insurance, etc. Periodic payment for work will be made after elements of work are completed. Yuma County will require public liability insurance $1,000,000 single limit (including auto), property damage $300,000/each occurrence (including auto) and professional liability (errors and omissions).

PROJECT DOCUMENTS

All documents including field investigation reports and notes, field survey notes, photographs, video tapes, mapping, hydrology report, hydraulic analyses, geotechnical and design reports, right-of-way maps and descriptions, engineering calculations, original plans, cost estimates, meeting notes and minutes, computer runs, reference information supplied by Yuma County and all other information generated by the Consultant for this project are to be property of Yuma County and are to be delivered to Yuma County before final payment.

QUALITY CONTROL

The Consultant has total responsibility for the accuracy and completeness of all plans, studies and related designs prepared under this project and shall check all such material accordingly. The consultant shall have an Approved Quality Control Plan in effect during the entire time work is being performed under the contract. The plan shall establish a process whereby calculations are independently checked, plans checked, corrected and back-checked. All plans, calculations, and documents submitted for review shall be clearly marked as being fully checked by a qualified individual other than the originator.

PROJECT RELATED CORRESPONDENCE

The Consultant shall furnish copies of all written correspondence between the Consultants and his Subconsultants and any party pertaining specifically to this project to the County for their records within one (1) week of the receipt or mailing of said correspondence. The Consultant is not to submit plans to utilities or agencies when it is for relocation, approval or requesting permits. Yuma County will handle this work, with plans and information provided by the Consultant. It will be up to the Consultant to provide the County with all necessary sketches, plans and whatever is required by the agency or utility to obtain approval, relocations and permits.

The budget set aside for this project is $500,000.

C. PROJECT DEFINITION

West Yuma Mesa Storm Drainage System & 28th Street Storm Drainage Study Updates:

The project consists of updated said plans. The West Yuma Mesa Study conducted an engineering study that determined the feasibility of improving and utilizing the existing East Main Canal and the Yuma Valley Drain System to convey stormwater collected and discharged from existing and proposed stormwater facilities located along the West Yuma Mesa. These irrigation and drainage facilities are operated by the Yuma County Water Users Association and the U.S. Bureau of Reclamation for agricultural purposes. The goal of the plan was to implement a plan that would ultimately mitigate flooding that has been experienced along the West Yuma Mesa area. The Flood Control District currently has an existing inter-governmental agreement with the YCWUA and the U.S. BOR to utilize the Yuma Valley Drainage System for this purpose.

The West Yuma Mesa Storm Drainage System identified Smucker Park as a potential location for a stormwater detention basin. The 28th Street Drainage Plan further expanded the drainage area for the development of Smucker Park to a regional basin with a capacity of retaining 188 acre-feet of stormwater. However, Smucker Park will now be constructed to retain only 50 acre-feet. The change in capacity necessitates the evaluation of alternative solutions to account for the loss of the stormwater capacity at Smucker Park.

a. Update the plan

b. Inventory and update improvements identified in the plan

c. Hydrological Analysis, 100-yr, 6-hr & 24hr storm events

d. Update the construction sequencing/prioritization

e. Update construction cost estimates

2. 28th Street Storm Drainage Study Master Plan:
