About this opportunity

The Geauga Metropolitan Housing Authority in Ohio is requesting proposals for annual UPCS Inspection Services covering five residential properties totaling 243 dwelling units plus common buildings and accessory structures, with proposals due July 30, 2026 and questions due July 16, 2026.

All inspectors must be certified in the UPCS Inspection Protocol and conduct inspections using HUD's PHAS REAC Protocol and UPCS standards. The five properties are Murray Manor (76 units) in Chardon, Harris House (50 units) in Chardon, Cloverdale (49 units) in Middlefield Township, Scranton Woods (38 units) in Newbury Township, and Strickland Arms (30 units) in Bainbridge Township. Scope includes physical inspections of unit interiors, building systems, common areas, building exteriors, sites, and accessory structures such as pavilions, shelters, covered benches, and maintenance garages. Contractors must utilize electronic data collection systems and complete inspections within 48–72 hours of each property, delivering comprehensive reports including deficiency lists, health and safety alerts, and REAC-simulated scored reports.

This is a Requirements Contract with no guaranteed minimum or maximum work volumes; the Authority will retain one contractor and issue services on a task-order basis. No contract term is established. All proposed fees must be all-inclusive of employee wages, benefits, overhead, profit, licensing, insurance, materials, supplies, equipment, travel, and document copying. Travel expenses are reimbursable only with pre-approval at the current IRS mileage rate. Overtime compensation is paid at 1.5 times the hourly rate for hours exceeding 40 per week, provided pre-approved in writing and not due to contractor staffing shortfalls. The Agency reserves the right to negotiate fees and terminate for convenience with 10 days' notice.

Award will be on a Best Value basis. Evaluation criteria are proposed costs (30 points), demonstrated understanding of requirements (10 points), quality of technical approach (10 points), technical capabilities and management plan (10 points), relevant experience and past performance (30 points), and overall proposal quality and organization (10 points). The incumbent is The US Inspection Group. Proposals must include three hardcopy submissions to the Agency office in Chardon, Ohio, with pricing entered separately in the eProcurement Marketplace.
