About this opportunity

The City of Waco, Texas is seeking qualified vendors to provide unleaded motor fuel (87 octane) for all city departments through a Request for Proposal (RFP 2025-084) for bulk fuel deliveries. The procurement involves supplying approximately 489,496 gallons annually, with deliveries of approximately 8,500 gallons per load to the city's fuel storage facility at 324 Colcord Avenue. Proposals are due by February 9, 2026, at 2:00 P.M. Central Time, with contract award anticipated by February 23, 2026, and an initial contract term of 24 months beginning April 6, 2026. The city offers two pricing options: a rack-plus pricing model based on daily OPIS rack prices for PADD 3 with a constant markup, or a firm pricing option at a fixed rate per gallon for 300,000 gallons annually. Evaluation criteria include 40 points for pricing, 15 points for supply adequacy, 10 points for prior experience, 10 points for delivery capability, 10 points for emergency delivery solutions, and 15 points for fuel measurement and invoice reconciliation processes.

Vendors must submit a bid bond equal to 5% of the proposal amount and maintain comprehensive insurance coverage, including $1,000,000 commercial general liability and $2,000,000 business automobile liability. Bidders are required to provide proof of current registration with the Texas Secretary of State and comply with various state and federal requirements, including drug-free workplace certification and restrictions on energy company boycotts. The contract will be awarded to the most qualified bidder meeting the City of Waco's needs, not necessarily the lowest-priced proposal. Deliveries must be made within eight hours of notification, with the city's fuel storage facility equipped with two above-ground tanks (12,000 and 10,000 gallons) and off-load pump equipment. While no specific set-aside designations are mentioned, vendors must adhere to multiple compliance requirements, including Texas Government Code provisions related to firearm discrimination, Israel boycotts, and restrictions on foreign terrorist organizations. The estimated annual fuel procurement value appears to be approximately $1.5-$2 million, based on the projected annual volume of 489,496 gallons.
