About this opportunity
The Illinois Department of Natural Resources is requesting bids on a supplemental irrigation well installation and pump system for Union County State Fish and Wildlife Area under IFB 26-422DNR-LNDMG-B-52982, with bids due July 2, 2026 and a mandatory pre-bid meeting on June 25, 2026 at 10 a.m. at the Union County SFWA site office in Jonesboro. This procurement carries a Small Business Set-Aside requirement — the awarded contractor must be registered as a small business with the State of Illinois.
The scope includes drilling a 16-inch PVC well to 100 feet below ground surface, installing a 10ZS two-stage pump with a 30 horsepower three-phase vertical hollow shaft motor, connecting the pump to the existing underground water system via a 12-inch butterfly valve, and installing an electrical panel. Contractors must demonstrate a minimum of five years of experience in water well construction and provide documentation of at least five completed projects of similar scope. All materials, equipment, and supplies must be new and manufactured or produced in the United States under the Steel Products Procurement Act unless a waiver is granted. The project is subject to the Illinois Prevailing Wage Act, and at least 51 percent of work must be completed by the prime contractor.
All work must be completed by October 1, 2026. The contract term runs from execution through June 30, 2027, with a maximum overall term not to exceed ten years. Bids will be awarded on a lump sum basis with firm pricing to the lowest responsive, responsible bidder. Performance and Labor and Material Payment Bonds in the full contract amount are required. Contractors must maintain General Commercial Liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation insurance as required by law. A $15 Minority Contractor Opportunity Initiative fee will be deducted from the first payment. Questions must be submitted in writing no later than three business days before the bid date to nicholas.a.bearss@illinois.gov. Bids remain firm for 90 days from opening and must be submitted electronically via BidBuy.
