About this opportunity

Palm Beach County Board of County Commissioners is requesting proposals for a comprehensive uniform program serving Fire Rescue, Animal Care & Control, and Palm Tran under RFP 26-054-DJ, with proposals due July 23, 2026 at 4:00 p.m. Bidders must submit proposals for both Lot 1 (Fire Rescue and Animal Care & Control) and Lot 2 (Palm Tran); bids on Lot 2 alone are not acceptable. SBE participation is weighted at 15% in evaluation.

The contractor must provide all labor, materials, equipment, inventory management, a physical storefront or service center within a fifteen-mile radius of PBCFR Administration/Training Complex at 405 Pike Road, West Palm Beach, and a computerized inventory and online ordering system. The storefront must operate Monday through Friday, 8:30 a.m. to 5:30 p.m., with one weekday monthly evening or Saturday morning appointment availability for Palm Tran. Services include professional garments, accessories, shoes, embroidery, screen-printing, alterations, and a full-time seamstress for approximately 1,900 Fire Rescue employees (annual allowances ranging from $100 to $1,000, most receiving $400), approximately 30 Animal Care & Control employees (no allowances), and approximately 372 Palm Tran personnel. The contractor must maintain at least 30 days' inventory on-site and provide a computerized system with 99.8% uptime availability, continental U.S. hosting, integration with County systems, and comprehensive reporting. Delivery timeframes range from 7 to 60 days depending on item type. Pricing is firm for the entire 36-month contract term with no annual adjustments permitted.

The contract term runs October 1, 2026 through September 30, 2029, with two optional twelve-month renewal periods at the County's discretion. Historical spending demonstrates significant demand: Fire Rescue spent approximately $3.9 million over three years; Palm Tran spent approximately $294,781 historically; Animal Care & Control spent approximately $71,434 historically. Evaluation criteria include Experience/Qualifications (10%), Project Approach/Understanding (15%), Key Personnel and Operations (15%), Computerized Inventory/Online Ordering System (20%), Location of Store or Service Center (5%), Price Proposal (15%), SBE participation (15%), and Business Location/Local Preference (5%). The Selection Committee meets July 29, 2026, with potential oral presentations on August 7, 2026. Proposers must submit one unbound original, six bound copies, and one electronic PDF copy.
