Amendment No. 1 to RFP 26-054/DJ Summary

This amendment to Request for Proposal No. 26-054/DJ, issued by the Palm Beach County Procurement Department on July 14, 2026, addresses clarifications and additional information for a uniform program serving three agencies: Fire Rescue, Animal Care & Control, and Palm Tran (public transportation). The solicitation is structured as two lots, with Lot 1 covering uniforms for Fire Rescue and Animal Care & Control, and Lot 2 covering uniforms for Palm Tran bus operators and supervisors. The amendment clarifies that bidders must submit proposals for both lots and cannot bid on Lot 2 alone. Palm Tran conducts approximately six new hire classes annually, while Fire Rescue conducts 3-4 recruit classes depending on departmental needs. The RFP addresses a uniform allowance program where Fire Rescue and Animal Care & Control employees receive allocations distributed each October for annual purchases, while Palm Tran bus operators receive $550.00 annually (with vouchers available mid-February through September 30), and operations supervisors receive $375.00 for clothing and $135.00 for shoes, pending potential changes from ongoing union negotiations. Vendors are required to prepare patches and embroidery per specified dimensions and must provide samples for any alternate products proposed, as well as samples of all embroidery and patches for Lot 2.

The underlying contract, No. 250159, became effective October 1, 2025, and represents the continuation of a uniform supply program with historical spending demonstrating significant demand: Fire Rescue spent $602,998.87 under the current contract through July 8, 2026, with three-year historical expenditures totaling approximately $3.9 million across contracts. Palm Tran spending totaled $77,894.67 currently, with prior annual expenditures of $35,335.20 and $179,551.10. Animal Care & Control spent $13,132.06 currently, with historical spending of approximately $58,302. Pricing under the resulting contract will be firm for the entire contract term with no annual adjustments permitted. The previous vendor was not required to provide itemized monthly sales reports, limiting the county's ability to provide detailed line-item purchasing data to new bidders. The amendment addresses delivery schedule expectations, clarifying that any "contractor penalty" reference does not establish fixed monetary liquidated damages but rather reserves the county's right to address performance failures through available contract remedies, with contractors expected to communicate promptly regarding delays and identify alternative items when necessary.

Q.7. Please clarify the pricing adjustment provisions. May contract pricing be adjusted annually beginning on the first anniversary of the contract, or are price adjustments only permitted upon exercise of a renewal option following the initial 36-month contract term? If adjustments are permitted, please specify the applicable methodology and any allowable limits.

A.7. Pricing is firm for the Term of the Contract.

Q.8. Could you please clarify whether samples are required for every line item proposed, or only when an offeror proposes an alternate product that differs from the manufacturer/model information identified in the solicitation? If samples are required, please specify which line items and the required quantity.

A.8. Lot 1. Samples would be for items that differ from what’s identified in the solicitation. The user department will request as needed.

Lot 2. Samples will be required only when an offeror proposes an alternate product. In addition, samples of all proposed embroidery and patches will be required for review and approval. Once a contract is awarded, it would also be beneficial for the successful vendor to have samples of all awarded items available in the storefront so employees can try them on prior to ordering.

Q.9. Could you please clarify the uniform allowance allocated to employees in the following departments: Fire Rescue, Animal Care & Control, and Palm Tran?

A.9. Lot 1. The allocation is given to allowable employees each October to purchase new uniforms.

Lot 2. Bus Operators receive an annual uniform allowance of $550.00. The voucher period opens in mid-February and ends on September 30 each year.

Employees may use their voucher to purchase clothing and/or shoes.

Operations Supervisors currently receive $375.00 for clothing and $135.00 for shoes. Please note that we are currently negotiating a new collective bargaining agreement with the Supervisors' union, and these allowance amounts may change beginning in October.

Q.10. Additionally, are employees required to utilize their full uniform allowance when placing an order on their anniversary date, or do they place orders multiple times on an as-needed basis?

A.10. Lot 1. Multiple orders as needed.

Lot 2. Employees may place multiple orders throughout the voucher period as needed. However, all available voucher funds must be used by September 30 or any remaining balance will be forfeited.

Q.11. In order to analyze and decide on inventory management, could you please provide sales per line item on a monthly basis for 2025?

A.11. Lot 1. Fire Rescue does not have that information.

Lot 2. Unfortunately, our previous vendor was not required to provide monthly sales reports. As a result, we do not have monthly sales data by individual line item for 2025. However I’ve attached data from previous years.

Q.12. Are patches provided by the County, or do they need to be prepared by the vendor?

A.12. Prepared by the vendor.

Q.13. Please provide size dimensions for all patches, embroidered logos, and screen-printed logos for Lot 1 and Lot 2, including all artwork.

A.13. Lot 1. Information will be provided to the awarded vendor.

Lot 2.

• Palm Tran / Safety & Training Embroidery: 3.3" W × 1.8" H

• SEIU Embroidery: 2.875" W × 2" H

• Palm Tree Embroidery: 1" × 1"

• ATU Patch: 3.5" H × 3" W

• American Flag Patch: 3" W × 2" H Unfortunately, we do not have the original artwork, as it was created by the previous vendor. However, we have included photographs for reference.

Q.14. Could you please confirm whether we can submit a bid for Lot 2 (Palm Tran) only?

A.14. No, proposers should submit for both lots.

Q.15. On average, how many new recruit classes are conducted each year?

A.15. Lot 1. 3-4 depending on the Department’s needs.

Lot 2. On average, Palm Tran conducts approximately six (6) new hire classes each year.

Q.16. In order to prepare a comprehensive response, kindly grant a one-week extension.

A.16. Due to current contract constraints, time does not permit for an extension.

Q.17. Where the required color is not specified, could you please clarify whether there are any specific color requirements? If not, should we quote pricing based on the full range of available colors?

A.17. All required item colors are identified in the solicitation except for Item 44. For Item

44, the required color is Navy. (See Pages 37–54.)

2. Questions received from Galls LLC, and the County’s responses:

Q.1. We would appreciate clarification regarding Section 4.2, which states: "Orders not meeting the delivery schedule listed above may result in a CONTRACTOR penalty.

A.1. The reference to a "CONTRACTOR penalty" in Section 4.21 is not intended to establish a fixed monetary penalty, percentage, per-day assessment, or other liquidated damages provision. Rather, it reserves the County’s right to address repeated or significant failures to meet the delivery requirements through the remedies available under the resulting contract. Contractors are expected to communicate promptly regarding manufacturer delays and work collaboratively with the County to identify comparable alternative items when extended delays occur.
