About this opportunity
The Wisconsin Department of Safety and Professional Services (DSPS) is seeking registered Uniform Dwelling Code (UDC) inspection agencies to provide enforcement services for new site-built and manufactured dwellings across five specific counties: Door, Green, Kewaunee, Outagamie, and Winnebago. The procurement is a Request for Simplified Bid (RFB #DS022618) for a one-year contract with two optional renewal periods. Bidders must be registered UDC inspection agencies with certified staff holding four critical inspector credentials: Construction, HVAC, Electrical, and Plumbing. A key requirement is that at least one key person must possess all four credentials and have a minimum of three years of UDC enforcement experience, with at least one year at the bidding agency. The state mandates that 95 percent of all requested enforcements must be completed by the end of the second full business day following the request. Bidders must submit sealed bids by March 27, 2018, at 2:00 PM CST to Rebecca Jorge at DSPS headquarters in Madison, and must provide three professional references demonstrating similar work within the past three years.
The procurement offers a five percent price preference for Minority Business Enterprises and Disabled Veteran-Owned Businesses. Contractors must maintain comprehensive insurance coverage, including Workers' Compensation, Commercial General Liability ($2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), and Professional Liability ($1,000,000 per occurrence). While the state does not guarantee a specific quantity or dollar amount for services, contractors will be responsible for collecting building permit fees from applicants and maintaining records for seven years following final occupancy issuance. The contract will award to the lowest-priced, responsive, and responsible bidder for each county. Bidders must submit detailed documentation on their UDC enforcement experience, including municipalities served, project volumes, and inspector credentials. Price adjustments will be considered with 120 days' notice and supporting documentation of industry-wide increases. The state reserves the right to adjust contract areas based on municipal workload changes, reflecting the dynamic nature of this procurement opportunity.
