About this opportunity

The Colorado Department of Public Health and Environment (CDPHE), Air Pollution Control Division (APCD), in collaboration with the Governor's Office of Information Technology (OIT), is issuing a Request for Proposal (RFP 2026000125) for the development and implementation of a Unified Data Dissemination Application (UDDA), a comprehensive web-based platform designed to centralize and provide public access to air quality data, emissions information, monitoring data, permitting information, and modeled data currently dispersed across multiple Division programs. The UDDA must be hosted on Amazon Web Services (AWS) and include both public-facing interactive components—such as customizable mapping tools, data visualization dashboards, filtering capabilities, facility click-through functionality, and an AI-driven natural language query layer—as well as an administrative backend section enabling CDPHE staff to manage content, update facility information, and modify data displays. Key deliverables include system development covering data integration from multiple sources including the Air Toxics Monitoring Database and Hyland's OnBase system, OnBase integration for textual documents and PDFs, comprehensive user and technical documentation, knowledge transfer, and a 180-day post-production warranty period. Mandatory minimum requirements include AWS cloud hosting capability, experience with interactive map-based applications and large environmental datasets, current data security certification (ISO 27001 or SOC 2 Type II), and demonstration of at least three years of experience developing web applications for environmental data with a minimum of three completed similar projects within the past five years. The application must comply with WCAG 2.1 Level AA accessibility standards, Colorado Information Security Policies, and various federal security standards; support up to 5,000 concurrent users with a minimum 99.9% annual uptime service level; and maintain a maximum data latency of 5 minutes for real-time air quality data. The initial contract period extends from July 1, 2026 through October 8, 2028, with four optional one-year extension terms available for a potential total contract term of five years. Prospective proposers must submit written inquiries by March 19, 2026 at 2:00 PM Mountain Standard Time, with proposals due April 22, 2026 at 2:00 PM MST; oral presentations and best and final offers are anticipated at a later date to be determined. Evaluation will be based on mandatory requirements compliance, executive summary quality, vendor experience and key personnel, performance measures, and all technical, security, and business requirements outlined in the Statement of Work.

This procurement contains no specific set-aside designations for disadvantaged enterprises, though proposers may self-identify as Disadvantaged Business Enterprises (DBE), Minority Business Enterprises (MBE), or Women's Business Enterprises (WBE) for informational purposes; there is no incumbent contractor as this is a new implementation. Proposers must be registered with Colorado Vendor Self Service (VSS) to be eligible for award and must execute a contract within 45 calendar days of award notification. The project requires integration with existing systems including Hyland's OnBase for document management and data discovery, MuleSoft where applicable, and the State of Colorado's AWS environment, with all developed source code and custom functionality to be owned by the State while vendors retain rights to pre-existing proprietary intellectual property. User authentication must integrate with the State's centralized identity management system (Ping ID) with role-based access control for approximately 10 CDPHE staff members and an anticipated maximum of 20 users for the admin section. The CDPHE has allocated $2,075,000 for system development and implementation covering the initial contract period and optional years, with all proposed costs required to be firm and stated in U.S. dollars; this budget covers development, implementation, deployment, and the 180-day warranty period only, with operational costs (such as AWS hosting, monitoring, and backups) and optional maintenance and support services scoped separately post-go-live depending on funding availability. Optional items including an AI layer, maintenance and support services, and annual operational costs will be evaluated as part of the total bid evaluation for award purposes.
