About this opportunity

The Board of Regents of the University System of Georgia on behalf of the University of North Georgia is requesting qualifications for design professional services for Project No. J-466, the Strickland Hall Renovation in Oakwood, Georgia, with qualifications packages due July 28, 2026 at 2:00 p.m. Eastern Time.

The scope encompasses comprehensive architectural and engineering design services for renovation of a 33,000-square-foot single-story building constructed in 1966 with a 1970 expansion. Deliverables include program validation, existing site condition analyses, conceptual and schematic design, design development, construction documents, construction administration, interior design, furniture and fixture layout, and specialty consultant services including civil engineering, landscape design, laboratory design, and commissioning support. The project will consolidate the College of Education faculty from three campus buildings and establish a state-of-the-art Psychology Lab, incorporating sustainable design principles consistent with Georgia's Energy Efficiency & Sustainable Construction Act. The applicant firm must perform a minimum of 50 percent of architectural design services in-house, with associated firms permitted to provide up to 50 percent of services. Firms must provide current insurance information, demonstrate financial stability with five years of revenue history, and certify compliance with Georgia's Security and Immigration Compliance Act and E-Verify requirements.

The design professional base fee is approximately $570,000, with a preliminary stated cost limitation for construction estimated at $8.4 million, subject to revision based on final programmatic requirements and funding availability. Design professional services are anticipated to commence Fall 2026, with construction documents expected Fall 2027 and construction start contingent on funding availability. The project delivery method is Construction Management at-Risk.

Evaluation criteria for qualifications weigh firm stability at 25 percent, relevant project experience and qualifications at 45 percent, and apparent suitability at 30 percent. Final selection will be based on design team qualifications (50 percent), design plan and methodology (25 percent), and team communications and project solutions (25 percent). Finalist firms will be notified between July 29 and August 4, 2026 and are required to attend a mandatory pre-proposal site visit on August 11, 2026. Fee proposals from finalists are due August 17, 2026 at 2:00 p.m., followed by firm interviews on August 18, 2026. Submissions are limited to 50 pages in PDF format and must be uploaded to the BOR Egnyte platform.
