About this opportunity

West Virginia Division of Corrections and Rehabilitation is soliciting expressions of interest for professional engineering and architectural design services for the Underground Storm Drain and Hillside Stabilization Project at Parkersburg Correctional Center, with EOI submissions due September 1, 2026 at 10:30 a.m., followed by public bid opening at 11:00 a.m. the same day.

Vendors must be West Virginia-licensed architectural or engineering firms with a minimum of five years' experience designing similar projects. The scope comprises two related projects: Part 1 addresses design of a replacement underground galvanized culvert pipe system (approximately 375 linear feet) that has collapsed and caused sinkholes, with potential secondary access road design; Part 2 covers hillside stabilization and repair of another underground culvert pipe at the facility's rear where ground slippage has caused parking lot collapse and structural damage to a power pole. Deliverables include schematic design, design development, construction documents, cost estimates, construction bid services, and construction administration services. Design submissions require review with the Agency at 35%, 65%, 95%, and 100% completion stages with cost estimates at 65% and 100%. Final deliverables must include three sets of full-size drawings (one PDF and one AutoCAD format), three sets of letter-size project manuals, and specifications in both PDF and Word formats.

The contract is structured as a fixed-period project with completion required within 1,825 calendar days from receipt of the notice to proceed. Evaluation follows West Virginia Code 5G-1-3best-value selection: the evaluation committee will rank three most-qualified firms based on past performance and qualifications (30 points), goals, objectives, and anticipated concepts and methods of approach (30 points), construction management and contract administration (20 points), and oral interview performance (20 points). Price negotiations will commence with the highest-ranked firm; vendor responses may not include price or fee information.

Required insurance includes Commercial General Liability, Automobile Liability, and Professional/Malpractice/Errors and Omissions Insurance at $1,000,000 per occurrence each. Bid bonds equal to five percent of total bid amount must accompany submissions. Performance bonds and labor/material payment bonds at 100% of contract value are required prior to award. Davis-Bacon wage rates apply; 75% of employees must be hired from the local labor market. Written questions are due August 21, 2026 at 2:00 p.m. EST.
