About this opportunity

Peoria County is soliciting bids for Bid #05-02-25 Underground Storm Drainage Rehabilitation, a public works project located at the Peoria County Sheriff's Office at 301 N. Maxwell Rd. The procurement involves two primary options for storm sewer pipe work: a trenchless repair method and a full replacement option requiring excavation and installation of a new 15" storm pipe from manhole to manhole. Bidders must provide comprehensive cost breakdowns for both repair and replacement approaches, including estimated project duration. The bid is due on October 14, 2025 at 2:00 PM CST, with a public bid opening at the Peoria County Courthouse Purchasing Division. Prospective contractors must demonstrate technical capability to perform the rehabilitation work, provide detailed references, and complete various compliance documentation. Evaluation will focus on identifying the lowest responsive and responsible bidder who can effectively execute the storm drainage infrastructure improvements.

The contract opportunity includes several significant participation requirements and restrictions. All general contractors and subcontractors for contracts exceeding $30,000 must participate in an approved Apprenticeship Training Program and submit a "Certificate of Apprenticeship and Training" with their bid response. Contractors are required to enter into Peoria County's Community Workforce Agreement with West Central Illinois Building and Construction Trades Council, with specific workforce diversity goals of 12% minority and 3% women workers. Bidders must carry comprehensive insurance, including $1,000,000 in general liability and automobile public liability coverage. Additionally, contractors must submit names of all subcontractors and comply with the Prevailing Wage Act. While a specific contract value is not explicitly stated, the project involves significant infrastructure rehabilitation that suggests a substantial investment in storm drainage system improvements at the county sheriff's facility.
