About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet issued a Request for Bid (RFB 758 2200000620) on behalf of the Western Kentucky Veterans Center for the procurement of three under-counter dishwashers. The solicitation calls for Hobart LXEH-2 under-counter dishwashers or approved equal alternatives that meet specific ENERGY STAR certified specifications, including 208-240/60/1 electrical hookup, 32 racks per hour capacity, hot water sanitation, and precise dimensional specifications of 23 15/16" width x 32" height x 25 9/16" depth. Delivery and installation must be completed prior to June 30, 2022, at the facility located at 926 Veterans Drive in Hanson, Kentucky, where two docks with forklift and pallet jack access are available. All three units must include a minimum one-year warranty on parts and labor at no additional cost. The bid closing date was extended from May 5, 2022, to May 12, 2022, at 1:30 PM ET, with written vendor questions due by April 28, 2022, at 10:00 AM ET. An optional site visit could be scheduled by contacting Erica Bethel. The evaluation methodology employs a best value approach with 90 points allocated to price (lowest bidder receives maximum points), 10 points for delivery (vendors meeting or exceeding the June 30, 2022 preferred date receive points on a ratio basis), and 10 points for warranty (points awarded only for warranties exceeding the one-year minimum). All bids must be submitted electronically through the Commonwealth eProcurement System and must remain valid for a minimum of sixty calendar days following the bid due date.
Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities receive additional preference equal to twenty percent of maximum points awarded. Vendors must be registered in the Commonwealth eProcurement System and submit required documentation including the Revenue Form 10A100, Certificate of Authority for foreign entities, annual affidavits certifying compliance with Kentucky Revised Statutes regarding campaign finance laws, sales and use tax registration, and state tax payment obligations, and EEO forms if applicable. Vendors proposing alternate brands or specifications must submit descriptive literature to verify equivalency, with failure to do so potentially resulting in a non-responsive bid. The vendor will not be responsible for removal of existing equipment, as hookups are already in place at the facility. No specific funding amount or contract value is identified in the solicitation documents, and pricing shall be submitted on an F.O.B. Destination Freight Prepaid and Allowed basis, excluding federal excise tax and Kentucky sales or use tax.
