About this opportunity
The University of North Carolina at Wilmington (UNCW) is requesting bids on emergency debris removal services on an as-needed basis following natural disaster events, with bids due October 22, 2026 under IFB 72-BBSK27018. The service area spans the UNCW campus, approximately 656 acres, in Camden County, North Carolina.
The scope covers removal, hauling, and disposal of debris resulting from hurricanes, tornadoes, and other severe weather events. Contractors must mobilize equipment and personnel upon award and manage collection points, logistics, and transportation to UNCW-designated disposal facilities. Compensation is based solely on actual services received with no guaranteed minimum payment. Pricing follows Attachment A of the IFB using unit rates for debris removal services, labor, equipment, transportation, and disposal operations. Tipping fees charged by disposal facilities are pass-through costs reimbursed at actual invoiced amounts supported by weight tickets or receipts, provided they do not exceed the facility's charged fees. If UNCW designates a disposal facility beyond 15 miles of campus, contractors may receive equitable adjustment for additional mileage.
Vendors may submit supplemental pricing schedules identifying additional debris removal services and associated unit rates beyond those listed in Attachment A. While no specific professional credentials are required, emergency management credentials, safety certifications, environmental compliance expertise, and demonstrated FEMA disaster response experience are preferred. The contract does not identify a set-aside or preference program; however, the previous contract (72-PALG23061) expired and this solicitation was released due to that expiration. Electronic submission through eVP is required by the October 22, 2026 deadline at 2:00 p.m. ET. Addendum One addressing questions was posted October 7, 2026.
