About this opportunity
The California Department of Developmental Services is seeking a qualified contractor to provide ultrasound services for the Porterville Developmental Center (PDC) through Invitation for Bid (IFB) PR259019. The contract will cover a three-year period from August 1, 2025, through June 30, 2028, with an estimated requirement of 400 total ultrasound examinations, including 225 vascular, carotid, and general exams and 175 echocardiograms. Bidders must meet specific qualifications, including a minimum of 5 years of experience performing ultrasounds, ARDMS certification, and the ability to respond within 30 minutes for stat ultrasound requests. The bid submission deadline is July 23, 2025, with a bid opening scheduled for 11:30 AM PDT and a notice of intent to award expected on July 25, 2025. Evaluation will focus on responsiveness, with the contract to be awarded to the lowest responsive and responsible bidder. The successful contractor must provide services using the facility's ultrasound equipment, maintain appropriate licensing and certifications, and deliver cardiologist interpretations within 48 hours for specialized studies.
The state has waived the Disabled Veteran Business Enterprise (DVBE) Participation Program requirement for this specific contract. Bidders must submit a comprehensive bid package including various attachments such as a certification sheet, cost sheet, and references. The contractor will be required to bill Medi-Cal, Medicare, or other third-party payers for services and cannot seek additional payment from the state. Billing will be conducted in arrears according to a selected billing cycle (monthly, quarterly, semi-annually, or annually). The contract includes extensive requirements for employee background checks, health screenings, and compliance with HIPAA regulations, with mandatory provisions for protecting patient confidentiality and maintaining professional standards. While a specific budget range is not explicitly stated, the contract includes a budget contingency clause allowing the state to cancel or amend the agreement if sufficient funding is not appropriated through the Budget Act. The contractor must also maintain malpractice insurance and provide proof of all required licenses and certifications throughout the contract term.
