About this opportunity

The State of California, specifically the Porterville Developmental Center (PDC) located in Tulare County, is seeking a qualified contractor to provide ultrasound services for its clients with developmental disabilities. The Invitation for Bid (IFB) PR169010 requires a contractor to perform various ultrasound examinations, including echocardiograms, vascular, carotid, and general ultrasounds, with the ability to conduct trans-vaginal and trans-rectal procedures when physician-ordered. Bidders must have a minimum of 5 years of experience performing ultrasounds, maintain ARDMS certification, and be capable of responding to STAT ultrasound requests within 30 minutes. The contract term is from July 1, 2016, through June 30, 2018, with an option to extend for an additional year. The procurement anticipates approximately 350 total exams during the contract period, comprising 200 vascular, carotid, and general exams, plus 150 echocardiogram exams. Bids were due on May 18, 2016, at 1:00 p.m., with a bid opening at 1:30 p.m. and an anticipated award date of May 24, 2016.

The State has waived the Disabled Veteran Business Enterprise (DVBE) participation requirement for this contract, though Small Business preference is available. The contractor will be required to use PDC's equipment for general ultrasounds and provide their own equipment for echocardiograms, vascular, and carotid ultrasounds. All ultrasound services must include interpretation, and the contractor must maintain valid licenses, permits, and certifications throughout the contract term. The procurement includes stringent HIPAA and information security requirements, mandating contractors to implement appropriate safeguards for protecting personal health information and maintaining data confidentiality. Payment terms are flexible, allowing contractors to select monthly, quarterly, semi-annual, or annual billing cycles. While no specific budget range is explicitly stated, the contract anticipates approximately 350 total exams with pricing to include exam interpretations. The contractor must be familiar with the special needs of developmentally disabled clients and work closely with PDC's project representatives, including the Medical Director and Senior R.T.
