Site visits are encouraged but not mandatory; however, contractors must notify the Architect and Owner of their intention to visit. Contractor responsibility will be evaluated based on debarment status, prior contract performance and defaults, demonstration of adequate cash flow (Current Ratio of 1.0 or higher), Workers' Compensation safety commitment (Experience Modification Rate not exceeding an average of 1.2 over three years), past work demonstrating ability to complete projects on time within quality specifications and estimated cost, and estimated construction time.
No set-aside designations or disadvantaged enterprise requirements are specified in the procurement documents provided. A performance bond and payment bond, each equal to 100 percent of the Contract Sum, are required prior to contract execution; no bid bond is required. Bids cannot be withdrawn for thirty-five days after the opening date except as permitted by Georgia law. The Owner reserves the right to reject all bids, waive technicalities and informalities, reject non-responsive bids or those exceeding budget, and negotiate with the lowest responsive and responsible bidder if all bids exceed the budget. No incumbent vendor, current contractor, or specific budget range is identified in the available documentation, though the Owner has established a budget ceiling that will be used to evaluate bid responsiveness and may result in rejection of bids exceeding the specified amount.
