About this opportunity
The Virginia Department of Transportation is requesting bids on remote-controlled pipe cleaning services for a worksite in Buchanan County under UIFB 161087, with bids due July 24, 2026 at 5:00 p.m. EDT and questions due July 20, 2026. This solicitation is set-aside with award priority for DSBSD-certified micro businesses or small businesses; the lowest responsive and responsible bidder meeting these criteria receives the contract if the bid is fair and reasonable.
The scope involves cleaning a 36" by 48" by 250-foot elliptical reinforced concrete drainage pipe located on Route 83 Lover's Gap Road near Vansant in Buchanan County that is completely plugged with rock and sediment. The contractor must remove accumulated materials from the pipe and associated drop inlet structures using a radio remote-controlled confined space track loader with maximum dimensions of 34" high by 34" wide — equipment suitable for the elliptical profile and capable of removing densely packed material. VDOT has previously used Microtraxx 3234 and 3434 equipment for similar applications and notes that hydro vac trucks are unsuitable (having been attempted unsuccessfully). Bidders must submit a firm lump-sum price covering labor, supervision, qualified operators, equipment, fuel, transportation, tools, parts, supplies, and all incidentals. VDOT handles traffic control, permitting, water management, erosion control, and debris removal; VDOT will also remove a portion of the pipe at the lower end to provide safe access.
The contract period runs from the date of award through 30 days and is nonrenewable. Contractors must maintain statutory workers' compensation insurance, $100,000 employer's liability, $1,000,000 commercial general liability, and $1,000,000 automobile liability. All work must comply with OSHA, VOSH, and VDOT safety standards. Contractors must register in eVA and are subject to a 1% vendor transaction fee capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses. Payment is made within 30 days of invoice receipt and work verification. No pre-bid conference is scheduled. Contractors must acknowledge the addendum prior to the bid due date or risk non-responsiveness.
