About this file
This is an Addendum and Questions & Answers document issued by the Virginia Department of Transportation (VDOT) for Invitation for Bid (IFB) 161087 regarding culvert cleaning services in the Bristol District/Lebanon Residency. The project involves cleaning a 36" x 48" x 250' elliptical reinforced concrete pipe that is completely plugged with rock and sediment beneath Route 83 in the Town of Vansant, Buchanan County, Virginia. The pipe conveys water from the Route 83 curb-and-gutter system and an intermittent tributary to Big Prater Creek, and is located approximately 0.41 miles upstream of the confluence of Big Prater Creek and the Levisa Fork (Latitude 37.22650 and Longitude -82.09910). The revised bid due date is July 24, 2026, at 5:00 p.m. EDT. No prebid or proposal conference is scheduled. VDOT will remove a portion of the pipe at the lower end prior to contractor work to provide safe access and room for material loading without encroaching on Big Prater Creek. The contractor must work with the VDOT Contract Administrator for a worksite review prior to beginning work.
Contractors must submit a lump sum bid price to provide labor, supervision, qualified operators, equipment, fuel, transportation, tools, parts, supplies, and incidentals necessary for cleaning operations. The required equipment is a radio remote-controlled confined space track loader with maximum measurements of 34" high x 34" wide, capable of fitting into the elliptical drainpipe and removing densely packed sediment, rock, and debris. VDOT has previously used Microtraxx 3234 and 3434 equipment for similar applications. Hydro vac trucks are not suitable for this application, as this method has already been attempted unsuccessfully. Acknowledgement of the addendum must be submitted prior to the bid due date or signed and uploaded with the electronic bid submission, or the bid may be declared non-responsive. All questions regarding the IFB should be directed to Chelsa Taylor at Chelsa.taylor@vdot.virginia.gov. Site photos and topographic maps are available in Attachment C.

WE KEEP VIRGINIA MOVING
IFB 161015 Traffic Control and Incident Response Service Question and Answers
1. From looking at the pictures, it is showing the access point is a manhole. Is that correct? If so, a compact excavator will not fit.
See Addendum 1: The access point is not a manhole. Refer to paragraph IV.B of the Scope of Work, which states, “A portion of the pipe at the lower end will be removed by VDOT prior to contractor beginning pipe cleaning work to allow safe access for excavation and to provide room for loading material into trucks, without encroaching on Big Prater Creek.”
2. This QQ provides minimal information is there a technical POC we can talk to about the scope of work?
Refer to the following paragraphs of the Scope of Work:
Section II of the Scope of Work regarding questions for this IFB, which states, “Any questions regarding this invitation for bid shall be addressed to Chelsa Taylor at
Chelsa.taylor@vdot.virginia.gov.”
IV.D which states, “All work shall be performed following the direction given by the VDOT Contract
Administrator, or designee.”
IV.F.3 which states, “The Contract Administrator, or designee, will review the work site with the
Contractor prior to the start of work. The Contractor shall work any costs for review of the worksite into the bid rate.”
3. The QQ mentions 250’ of pipe, is there an access point at both ends of the pipe?
Refer to paragraph IV.B of the Scope of Work which states, “A portion of the pipe at the lower end will be removed by VDOT prior to contractor beginning pipe cleaning work to allow safe access for excavation and to provide room for loading material into trucks, without encroaching on Big Prater
Creek. The access point is at one end which will be excavated by state forces prior to cleaning the culvert.”
4. We typically clean 48” x 36” elliptical pipe with a hydro vac truck and special nozzles.
See Addendum 1: VAC truck has already been tried for this application and was unsuccessful. Refer to the following paragraphs of the Scope of Work:
mailto:Chelsa.taylor@vdot.virginia.gov
IV.A which states, “VDOT has a 36" x 48" x 250' elliptical reinforced concrete cross pipe that is completely plugged with rock and sediment.”
IV.B which states, “The equipment shall be a radio remote-controlled confined space track loader maximum measurement 34” high x 34” wide , with the capability to fit into this 36” x 48” elliptical drainpipe and adequately remove built up, densely packed sediment, rock and debris from the confined space.”
5. Has VDOT cleaned these pipes with a compact wireless excavator before? If so, who was previous contractor and what brand was used?
See Addendum 1: VDOT has utilized the Microtraxx 3234 or Microtraxx 3434 for similar applications. See Addendum 1. Refer to paragraph IV.B of the Scope of Work which states, “The equipment shall be a radio remote-controlled confined space track loader maximum measurement 34” high x 34” wide, with the capability to fit into this 36” x 48” elliptical drainpipe.”
6. We are requesting more pictures of the section of pipe that needs cleaning from both ends of pipe.
Refer to Attachment C for photos of the work site.
