About this opportunity

The Utah Department of Transportation (UDOT) has issued a Request for Information (RFI) for a Back Office System procurement, seeking input and feedback from potential suppliers before a subsequent formal solicitation. This RFI is a draft planning stage opportunity designed to gather comments, suggestions, and proposed revisions from interested vendors regarding the planned procurement. Vendors are invited to review the draft documents and submit their feedback via email to mparry@utah.gov or through the online bidding system. The RFI process is scheduled to run from August 22, 2025, to October 1, 2025, with interested parties encouraged to register in the online bidding system to receive future notifications. It is critical to note that this RFI is not an actual procurement process and no contract award will be made through this request. Responses submitted are considered informational and will be protected under the Utah Procurement Code Section 63G-2-305.

The RFI documents suggest this opportunity is open to all qualified vendors without specific set-aside designations or enterprise restrictions. The attached documentation, including performance requirements summary tables and non-compliance scoring examples, indicates a comprehensive back office system procurement with potential complex technical integration requirements. While specific budget ranges are not explicitly detailed in the provided materials, the extensive documentation suggests a significant technological investment. Vendors responding to this RFI should be prepared to provide detailed technical expertise, system compatibility insights, and potential implementation strategies. The procurement appears focused on obtaining comprehensive feedback to refine the subsequent formal solicitation, with an emphasis on gathering vendor perspectives on system design, functionality, and potential challenges in implementation.
