About this opportunity
The Utah Department of Transportation (UDOT) Region 3 has issued an Invitation for Bid (IFB) with Solicitation #UDOT260021CN for oil water separator cleaning services. The procurement seeks a contractor to provide comprehensive cleaning services for oil water separators, sumps, trenches, pits, and floor drains, including the removal, transportation, and disposal of oily wastewater, grit, sludge, and solids. Bidders must demonstrate compliance with specified requirements and provide sufficient documentation to prove their capability to perform the outlined services. The solicitation is structured to potentially result in multiple 5-year contracts for each station listed on the cost sheet. Interested vendors must submit their bids by August 13, 2025, referencing the specific solicitation number on all correspondence and documentation. The procurement will be conducted by UDOT Procurement Services Division, with Region 3 serving as the conducting procurement unit. Bidders are required to thoroughly review all attached documents and provide comprehensive evidence of their ability to meet the technical specifications and service requirements.
While the solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises, vendors will need to complete a vendor setup form included in the documentation. The contract appears to be open to qualified service providers capable of meeting the technical and operational requirements for industrial waste management and cleaning services. No specific incumbent vendors are mentioned in the available documentation. The cost structure suggests a potentially significant contract value, with multiple 5-year contracts possible across different stations. Bidders will be evaluated based on their responsiveness, responsibility, and ability to meet the technical specifications outlined in the attachment documents. The procurement process follows the State of Utah Procurement Code and Utah Administrative Code, with those regulations taking precedence in case of any conflicts with the solicitation documents. Interested vendors should carefully review the attached documents, including the scope of work (Attachment B) and the cost sheet (Attachment C), to fully understand the contract requirements and potential service locations.
