About this opportunity
The Utah Department of Transportation (UDOT) is issuing a notice of intent to award a contract for 2027 AASHTO Technical Service Programs without competitive solicitation under a sole-source determination, with a public comment period closing August 6, 2026.
UDOT asserts that sole-source procurement is justified under one or more of the following grounds: only one qualified source exists for the procurement item; transitional costs represent a significant consideration in vendor selection; or standard competitive procurement is impractical and not in the best interest of the procurement unit. The notice serves as a public call for comment to determine whether other interested and qualified suppliers exist that meet the procurement requirements. No action is required from parties who agree the procurement constitutes a valid sole source.
Justification documentation supporting the sole-source determination is attached to the notice but not detailed in the public announcement itself. That justification contains the technical and operational rationale for bypassing standard competitive procurement, specific product or service details, contract terms, pricing information, incumbent contractor status (if applicable), and funding details. Parties wishing to contest the sole-source determination or demonstrate their qualification to supply the required services must submit comments by the August 6 deadline, referencing the attached justification documentation. If no qualifying alternative sources are identified during the comment period, UDOT will proceed with award under the sole-source authority outlined in applicable Utah procurement rules.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
