About this opportunity

The Utah Department of Transportation (UDOT) is requesting bids on sand blasting, painting, welding, and fabrication services for UDOT Region 4 equipment under IFB UDOT270035MP, with bids due September 19, 2026. This is a single-award procurement with a critical geographic restriction: bidders must be located within 30 miles of zip code 84501 to be eligible.

The scope encompasses sand blasting, painting, welding, and fabrication services on nine cubic-yard dump bodies, twelve 12-foot snowplows, and seven-and-one-half-yard material spreaders. Sand blasting must remove old paint, galvanized coatings, and corrosion to expose bare metal; dump bodies must be sand blasted within three working days. Painting follows with a 20 working-day completion timeline, using DuPont 25P or MP1 70 epoxy primer (minimum 4 mil DFT, verified by UDOT at delivery) with specified colors: orange for dump bodies and exposed truck wheels, black for bed bottoms, frames, plow frames, hydraulic boxes, toolboxes, bumper ends, and hitch plates. Items with severe rust receive POR 15 rust-preventative primer with topcoat. Welding and fabrication work—including removal and reinstallation of dump bodies from chassis, long-seal replacement on frame rails, spreader and wing-plow rebuilding, and hydraulic cylinder repair or installation—will be determined case-by-case. All prep work including removal and reinstallation of lights, reflectors, and license plates must comply with Utah State law. UDOT arranges equipment delivery to the contractor's facility.

The contract term is five years with no renewal options. All pricing must be guaranteed for three years; price adjustments thereafter require 30 days' notice and supporting documentation. Contractors must be E-Verify compliant, maintain workers' compensation and commercial general liability insurance of not less than $1 million per occurrence and $3 million aggregate, and commercial automobile liability insurance of $1 million per occurrence. Award goes to the responsive and responsible bidder offering the lowest total cost to sand blast and paint the specified plow.
