About this opportunity
The City of Florissant Department of Public Works is seeking competitive sealed proposals from qualified manufacturers or distributors to supply and deliver bulk Type 1L Portland cement meeting ASTM C150 / AASHTO M 85 standards, with proposals due July 23, 2026 at 2:00 p.m.
The estimated annual volume is approximately 45 tons, with actual quantities potentially ranging from 50 to 150 tons delivered on an as-needed basis to the City's central mixing plant for street repairs, sidewalk replacements, water main encasements, and structural concrete applications. Pricing must include all shipping, delivery charges, fuel surcharges, and offloading fees on an f.o.b. destination basis; the City is exempt from sales tax. Vendors must certify compliance with American-made product preferences where quality and price are comparable and confirm their ability to provide emergency supply capacity of up to 10 percent above bid quantities within two hours' notice during declared emergencies.
The contract runs for one year effective July 1, 2026 through June 30, 2027, with options for two additional one-year renewal periods if agreeable to both parties. Evaluation weights pricing at 40 percent, with supply chain and delivery reliability, technical qualifications and quality control, and sustainability and environmental impact each weighted at 20 percent. Questions are due July 16, 2026. A Zoom bidders' meeting is scheduled to occur after all bidder prices are read.
Awarded contractors must submit within ten days of Notice-of-Award a Performance Bond and Labor & Materials Payment Bond in an amount not less than 100 percent of the aggregate contract value, a Certificate of Insurance naming the City as an additional insured, and proof of federal work authorization program participation and compliance with Missouri Revised Statutes Section 285.530. Contractors and subcontractors must comply with Missouri prevailing wage requirements under Missouri Revised Statutes Sections 290.210 through 290.340, with penalties of $100 per worker per calendar day for non-compliance. Electronic submissions are required through the OpenGov procurement portal.
