About this opportunity

The Texas Department of Transportation (TxDOT) Aviation Division is requesting qualifications from consultant firms to prepare an Airport Layout Plan and master plan for the City of Littlefield's Taylor Brown Municipal Airport, with responses due August 12, 2026 at 2:00 p.m. Central Standard Time.

The scope encompasses an 18B Obstruction Survey compliant with the latest Federal Aviation Administration Master Plan Advisory Circular and Standard Operating Procedures versions 2.0, 3.0, and 8.0, followed by four planning phases: kick-off establishing goals and strategic plans; Phase I analyzing airport role, planning standards, aviation demand forecasts, and critical design aircraft; Phase II evaluating facility alternatives and land use options; and Phase III developing the final master plan, capital improvement plan, and updated Airport Layout Plan with narrative documentation. A Disadvantaged Business Enterprise participation goal of zero percent applies under 49 CFR Part 26.

Evaluation criteria carry equal weighting at 25 points each: capability and professional qualifications of key personnel; experience within the past ten years developing comparable general aviation airport plans; ability to meet project schedules with demonstrated reputation for timeliness and quality; and proposed technical approach and schedule. Respondents must submit a Qualifications Statement not exceeding nine single-sided pages addressing firm understanding, technical approach, project manager and task leader experience, relevant projects from the past decade with specific contact information and actual versus estimated completion times, and a proposed schedule indicating weeks required for each planning phase.

Submissions must be filed through the TxDOT Aviation eGrants system; firms must register as eGrants users no later than one business day prior to the deadline. The selection committee will rank all submissions, notify all firms of results, and contact the top-rated firm to negotiate fees. Interviews with top-rated firms are reserved at the selection committee's discretion.
