About this opportunity
TxDOT Aviation Division is requesting qualifications from consultants to prepare an Airport Layout Plan with narrative and an 18-B Obstruction Survey for the City of Gatesville, with submissions due July 21, 2026 at 2:00 p.m. Central Standard Time. The procurement is administered under Texas Government Code Chapter 2254, Subchapter A, and subject to 49 U.S.C. 47107(a)(17).
The scope includes updating aviation demand forecasts, determining critical design aircraft, evaluating facility alternatives, developing a comprehensive development plan with capital improvement plan (CIP), and preparing final airport planning documents consistent with FAA Master Plan Advisory Circular standards. Qualifications statements must not exceed nine single-sided 8.5-by-11-inch pages and must document firm information, project team details with time commitments, project understanding and technical approach, and relevant airport planning experience from the last ten years with specific completion timelines.
Evaluation uses four equally weighted 25-point categories: capability and professional qualifications of key personnel; recent comparable airport planning experience; ability to meet schedules and reputation for quality performance; and proposed technical approach and schedule. The selection committee will rate and rank responses, with the top-rated firm contacted for fee negotiations. Interviews may be conducted at the committee's discretion.
The proposed contract is subject to 49 CFR Part 26 with a Disadvantaged Business Enterprise participation goal of 0%. Respondents must provide written certification that the company is not listed under the National Defense Authorization Act Section 889 or 1260H, is not owned by foreign adversaries, and is not controlled by entities in countries on the U.S. Department of Commerce's foreign adversaries list. Firms must register as eGrants users no later than one business day before the submission deadline. Sean Newton is the TxDOT Project Manager, and Debra Woodruff is the Contract Specialist.
