About this file

This is Addendum No. 1 issued by the Texas Department of Transportation (TxDOT) Aviation Division on July 1, 2026, clarifying requirements for an Airport Layout Plan (ALP) update and 18-B Obstruction Survey for Gatesville Municipal Airport. The project represents a routine update cycle, as the airport's existing ALP has not been updated since the early 2000s and was previously completed with local funds. The scope requires consultants to prepare a comprehensive ALP with narrative that meets federal standards, including updated aviation demand forecasts, critical design aircraft determination, facility alternative evaluations, and a comprehensive development plan with capital improvement plan consistent with FAA Master Plan Advisory Circular standards. Qualifications statements must not exceed nine single-sided 8.5-by-11-inch pages and are due July 21, 2026, at 2:00 p.m. Central Standard Time. Evaluation criteria are divided into four equally weighted 25-point categories: capability and professional qualifications of key personnel; recent comparable airport planning experience; ability to meet schedules and reputation for quality performance; and proposed technical approach and schedule.

The City of Gatesville has identified land constraints as the primary limitation for airport development. The municipality is growth-oriented and seeks to identify current facility needs through the planning study to ensure sustainable development and compliance with federal standards. Priorities for the airport will be determined through SWOT analysis as part of the project scope, with potential future needs including a lighting project that has not yet been identified or scoped. The local government has indicated budget availability to support funding requirements and anticipated growth. Gatesville's primary economic driver is the jail facility, though new housing developments are expanding the local economy. The sponsor has historically funded projects through local appropriations and RAMP funding and is leveraging this planning study as an opportunity to assess capital improvement needs and develop a sustainable airport development strategy.

ADDENDUM NO.: 1

Issue Date: July 1, 2026 By Texas Department of Transportation

Aviation Division

Gatesville Municipal Airport

TxDOT CSJ No.: RFQ26ALGATES00009

The following clarifications are provided for the above-mentioned project.

1. What is the primary driver for this ALP update - has the airport's critical design aircraft changed, are there planned development projects, or is this a routine update cycle?

Response: Routine update cycle. The sponsor has not had an ALP update since the early 2000s. That was done with local funds, so airport is looking to have one that meets federal standards.

2. Are there any known FAA-identified deficiencies on the current ALP that must be addressed?

Response: Not at this time.

3. What are the City of Gatesville's top two or three priorities for the airport over the next

10–20 years (e.g., hangar development, airfield, etc.)?

Response: TxDOT only knows currently of the ALP and potential for a needed lighting project that has not been identified or scoped. Priorities will need to be identified through SWOT analysis as part of the project.

4. Are there known constraints - budget, land, political - that should shape the alternatives considered in the plan?

Response: Constraints are limited to land. Local government has budget to meet funding anticipation and growth is known. Gatesville largest current economic driver is the Jail, but they are expanding with new housing developments.

5. Has the airport sponsor conducted any recent master planning, strategic planning, or community engagement that the consultant should be aware of?

Response: Not that TxDOT is aware of. Sponsor mainly utilized RAMP funding for some years. Question would be better answered from the sponsor during the planning study.

6. Does the sponsor have a preferred development philosophy - conservative/maintain current role vs. growth-oriented?

Response: Growth oriented but wants to identify current needs to get it to be sustainable and make sure their airport is up to standards. Once again, they have mainly locally funded all of their projects and utilized RAMP. They are using the planning study as an opportunity to discover how and what can be provided.
