The scope covers routine janitorial services at approximately 30,000 square feet for a three-year contract term. Services include twice-weekly cleaning on Tuesdays and Fridays from 2:00 p.m. to 6:00 p.m. EST (up to three hours per visit with one person), weekly entrance and kitchen/floor cleaning, monthly dusting and vent cleaning, semi-annual window cleaning and floor stripping/waxing, and annual carpet shampooing. Work is limited to business days (Monday through Friday) excluding legal holidays declared by the Tennessee Department of Human Resources Commissioner. The contractor must furnish all labor, equipment, materials, supplies, and operational equipment (buffers, brooms, vacuum cleaners, mops, buckets); TWRA provides expendable supplies such as toilet tissue, towels, soap, and trash liners. Monthly invoicing applies.

The contract is structured with separate monthly pricing for Year 1, Year 2, and Year 3. Pricing must be firm and irrevocable for 90 days and quoted F.O.B. destination. The State retains the option to extend an additional 180 days under the same terms. Award goes to the single responsive and responsible respondent offering the lowest total cost for all line items.

Respondents must register with the Tennessee Supplier Portal, comply with Tennessee Contractor License and Department of Revenue registration requirements, and provide attestations regarding Iran Divestment Act compliance and non-foreign adversary status. Comprehensive insurance is required, including workers' compensation, commercial general liability, and automobile liability with the State named as additional insured. The State may conduct clarifications and target pricing negotiations with responsive bidders.

Questions are due August 3, 2026 at 1:00 p.m. CST to Procurement Contact Nickki Davis at Nickki.Davis@tn.gov or 615-781-6603. The facility contact is Becky Hensley at 615-772-4615.
