About this opportunity
The Commonwealth of Kentucky, through the Department of Agriculture and Office of the Kentucky State Veterinarian, issued a Request for Bid (RFB 758 2500000060) for the procurement of two enclosed 7x12 trailers. The solicitation, posted on August 16, 2024, requires vendors to submit sealed bids by September 4, 2024, at 1:30 PM ET, with written questions due by August 23, 2024, at 10:00 AM ET. The trailers must meet specific technical specifications including tandem axle systems with 3500# per 4-wheel brakes, RV-style side doors with Barlock, .030 skin or polycore construction in white, 6" extended tongue, 3/4" treated plywood flooring, 3/8" plywood walls, 1.5" tube walls on 16" centers, 2X3 tube floors on 16" centers, thermaliner ceiling liner, and LED lighting. The reference brand is Arising Industries Enclosed Trailers, though vendors may propose approved equal alternatives with supporting descriptive literature. Delivery to the Office of the Kentucky State Veterinarian at 109 Corporate Drive, Frankfort, Kentucky 40601, must be included in the bid price, and delivery must occur on an F.O.B. Destination Freight Prepaid and Allowed basis. Award will be made on a best value basis using measurable criteria: price weighted at 90 points and delivery time weighted at 10 points, with delivery time specified in working days and a one percent daily deduction from invoices for each day delivery is missed. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date.
Bidders must comply with Kentucky's resident bidder reciprocal preference and qualified bidder preference provisions, which provide 15 percent or 20 percent point bonuses in accordance with Kentucky statutes. All vendors must comply with tax registration requirements and provide proof of insurance including Commercial General Liability coverage of $1,000,000 per occurrence/$2,000,000 aggregate and Automobile Liability coverage of $1,000,000 combined single limit. Bidders are required to submit notarized affidavits attesting to compliance with Kentucky campaign finance laws and, if claiming resident or qualified bidder status, providing evidence of business authorization in Kentucky, prior-year corporate income tax filing, unemployment insurance fund payments, and workers' compensation policy maintenance. Federal Excise Tax and Kentucky Sales or Use Tax must be excluded from quoted prices. The solicitation documents do not specify an estimated contract value or budget range, nor do they identify any incumbent vendors or current contractors. Award will be made to a single vendor for all line items, and the Finance and Administration Cabinet reserves the right to deem vendors ineligible from further participation if they fail to comply with solicitation provisions and terms and conditions.
