About this opportunity

Hillsborough County is conducting a special procurement for the purchase of two TWINTransport Steel Painted Trailers and accessories for the Fire Rescue Department through a notice of intent to award to Coastal Rescue Solutions Inc. The procurement includes two steel painted trailers with galvanized coating, four Motor SwingRACK Heavy Duty Storage Racks, two SlideRAMP units, and four Adjustable Bunk Support Systems for Inflatables, with an estimated total cost of $46,220.00 including delivery charges of $2,755.00. The equipment must be delivered to the Fire Rescue Department on or before June 30, 2026, to meet requirements of the FM1196 Grant issued by the State of Florida, with an estimated lead time of 10 to 12 weeks from the quote date of April 9, 2026. The trailers are patented by the U.S. Patent Office (US Patent #5,307,755) and are designed to be compatible with Fire Rescue's current fleet of applicable boats in terms of length, design, and mounting system. This special procurement is being conducted in accordance with Section 3-207 of the County's Procurement Policy, and the submission deadline for challenges to this intended award is April 30, 2026, with submissions required through the EUNA Procurement system. Contractors able and interested in providing equivalent TWINTransport Steel Painted Trailers with delivery on or before June 30, 2026, must submit clear and convincing information challenging the intended award by the close date.

This procurement is designated as a special procurement without competitive bidding because Coastal Rescue Solutions Inc is identified as the sole vendor capable of delivering the required compatible equipment within the critical timeframe, making this a sole-source acquisition. The procurement is being funded through the State of Florida FM1196 Grant rather than the Fire Rescue Department's operating budget, thereby preserving departmental funds for other necessary goods and services to support citizens of Hillsborough County. Coastal Rescue Solutions Inc is the incumbent and intended awardee, and the equipment must integrate with the Fire Rescue Department's existing fleet of boats. No set-aside designations or restrictions for disadvantaged enterprises have been identified in this procurement notice. The estimated award value is $46,220.00, with the County reserving the right to extend the time period, adjust the scope of services in response to changing conditions, and increase the resulting award accordingly.

Opportunity text

Hillsborough County intends to recommend the award of a special procurement to Coastal Rescue Solutions Inc for the purchase of two (2) TWINTransport Steel Painted Trailers and accessories at an estimated cost of $46,220.00. The RescueOne Connector Boats and TWINTransport trailers and accessories are patented by the US Patent Office for the unique design of the equipment (US Patent #5,307,755) and are compatible with Fire Rescue's current fleet of applicable boats, including length, design, and mounting system. The County needs the trailers to be delivered to the Fire Rescue Department before June 30, 2026, as this is a requirement to the FM1196 Grant issued by the State of Florida. This procurement is being made in accordance with Section 3-207 of the County's Procurement Policy as Coastal Rescue Solutions Inc is the only located vendor able to deliver the required compatible trailers for Fire Rescue by the deadline of June 30, 2026. Since this procurement will be utilizing a State of Florida grant and not the Fire Rescue Department's operating budget, this will allow the Fire Rescue Department to utilize their money for other necessary goods and services for the citizens of Hillsborough County. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. This notice of intent is not a request for competitive proposals/bids. Contractors who are able and interested in providing the identified TWINTransport Steel Painted Trailers and accessories or equivalent with delivery on or before June 30, 2026, must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Special notice and must be submitted using the "submission" section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
