About this opportunity
The Colorado Department of Public Safety (CDPS) Procurement Office issued a Documented Quote for the acquisition of two (2) portable distracted driving simulator units funded through a Federal Distracted Driving Grant. These simulators will be deployed by Colorado State Patrol troop offices to support statewide public awareness campaigns and educational initiatives targeting primary and high school students as well as community members. Each simulator unit must be a portable desktop configuration featuring at least a 38-inch wide high-definition screen, pelican cases for transport, multiple driving environments (highway, city, rural, and inclement weather scenarios), voice recognition control functionality, and real-life consequence simulation with sensory stimulation capabilities that reflect actual driving decision outcomes. All equipment must be new and manufactured in the United States in compliance with the Buy American Act, with pricing quoted FOB Destination including all shipping costs. Bids were due on Friday, January 27, 2017 at 2:00 PM Mountain Time, with delivery required as soon as possible but no later than July 31, 2017. Award determination will prioritize responsible bidders whose submissions are most advantageous to CDPS, with lowest price as the primary evaluation criterion, followed by delivery timeframes. Interested bidders were required to submit a completed and signed cover sheet, proposal, W-9 form, Certificate of Good Standing with the Colorado Secretary of State, and warranty information, with all submissions made exclusively via email to CDPS Purchasing Agent Michelle Brown at cdps_edo_bids@state.co.us or 303-239-5876.
Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) registered with the U.S. Department of Veterans Affairs receive a five percent preference in the award evaluation process. All products must include a statement certifying U.S. manufacture, and vendors are required to register with the Colorado Vendor Self Service System (VSS) prior to submission. No incumbent vendors or existing infrastructure integration requirements were identified in this procurement. The total project budget for this acquisition is $22,990.00, funded entirely through the Federal Distracted Driving Grant, establishing the ceiling for all quoted pricing and associated delivery costs.
