About this opportunity

The Long Beach Public Utilities Department is requesting quotations for the furnish, delivery, installation, and commissioning of two stationary CNG compressors with 36 months of warranty coverage and on-site training, along with preventive maintenance and repair services, with quotations due May 7, 2026 at 11:00 a.m. and a mandatory site walk on April 22, 2026 at 9:00 a.m. A 10% local-vendor price preference applies to Long Beach-based businesses, capped at $50,000.

Compressors must operate at 5 PSI inlet pressure, 5" to 9" WC operating rate, 40 PSI utility supply pressure, and 15 PSIG minimum emergency surge protection on the inlet manifold. The new unit must be substantially smaller than the existing infrastructure (current footprint 2.5' by 5'), deliver gas at a maximum of 38 PSI, and complete fueling in one minute or less while providing storage capability. One bottle fill line with hose length not exceeding 10 feet is required. The existing CNG storage vessel may be reused pending contractor inspection and certification. The replacement electrical system must meet Class I Division I compliance standards. High-voltage three-phase power is available; existing electrical conduit is expected to be adequate for reuse, with the junction box and emergency shutdown devices located 80 feet from the compressors.

Contractors must hold a valid California Contractor's License, obtain a Long Beach Business License prior to execution, demonstrate at least three years of CNG compressor experience, and maintain authorized distributor status. Prevailing wage requirements under the California Department of Industrial Relations apply. The contractor is responsible for all permits, licenses, and Cal/OSHA safety compliance.

The contract term is one year; LBPUD reserves the right to purchase different quantities at proposed unit prices based on actual needs. Unit prices must remain firm for one year. Maintenance comprises monthly inspections, quarterly and semi-annual mechanical and electrical checks, annual full-load bank tests, and 24/7 on-call emergency support. Award is based on unit prices and percentage discounts meeting specifications. Questions are due April 28, 2026, with answers posted April 30, 2026. Quotations must be submitted through the Long Beach Buys portal. Addendum No. 1 was issued April 30, 2026; bidders must acknowledge receipt in their submission to avoid disqualification.
