About this file

This document is Addendum No. 1 to RFQ UD-26-331 issued by Long Beach Utilities on April 30, 2026, providing clarifications and answers to bidder questions regarding the procurement of two CNG compressors. The project involves the installation of one new CNG compressor unit to replace or supplement existing compressed natural gas infrastructure at a Long Beach Utilities facility. The new compressor should be significantly smaller than the existing unit (which has a 2.5' by 5' footprint) and must deliver gas at a maximum pressure of 38 PSI with a maximum fueling time of one minute while also providing storage capability. The system requires one bottle fill line with a hose length not exceeding 10 feet, and the existing CNG storage vessel may be reused if feasible, with the contractor responsible for inspection and certification. High voltage three-phase power is available at the site, and existing electrical conduit is expected to be adequate for reuse, with the electrical system requiring Class I Division I compliance standards. The distance from the junction box and emergency shutdown devices to the compressors is 80 feet.

Bidders must acknowledge receipt of this addendum by signing and submitting it with their bid, with failure to do so potentially resulting in disqualification. The replacement electrical system must meet Class I Division I standards, though the project does not require Fire Department or NFPA Code compliance or demolition of existing foundations. Maintenance services are expected to be included in the scope, comprising a comprehensive preventative maintenance program with monthly inspections, quarterly and semi-annual mechanical and electrical checks, and an annual full-load bank test supplemented by 24/7 on-call emergency support. The existing system operates at a maximum target pressure of 2000 PSI, and bidders may propose inlet pressure options of either 5 PSI or 38 PSI based on their system design requirements. No gas manifold for multiple bottle filling is required, and no gas bottle staging or temporary holding area needs to be included in the facility layout.

NOTICE TO BIDDERS

ADDENDUM NO. 1: Q & A

RFQ UD-26-331

TWO (2) CNG COMPRESSORS

This addendum changes and supersedes the language in the original RFQ. Please acknowledge receipt of this addendum by signing and submitting with your bid. Any bidder who fails to submit this addendum may be disqualified.

As of April 30, 2026:

The following are answers to questions submitted:

1. Q: What is the expectation of the Customer? If there is an existing gas meter for the facility that is sharing 30" WC services, it must be segregated from the CNG system.

A: 38 PSI.

2. Q: Is a 55 ‐ 60 psi inlet pressure available at this site?

A: No.

3. Q: What gas volume is available at the 60 psi level at this site? If not, what is the maximum pressure and gas volume available for the new compressors?

A: Does not apply at the moment.

4. Q: Can the Department provide the actual size and scfm of the compressor being requested in scfm. The RFP specification is unclear and offers no basis for how big or small the compressor is expected to be in the bid request?

A: The current footprint of the existing compressor is around 2.5’ by 5’. However, the new unit should be a lot smaller than the existing unit, so the existing footprint does not apply.

5. Q: The RFP seeks the installation of two (2) new CNG Compressors. Are these compressors to be simplex or duplex type units.

A: One unit only.

6. Q: Will there be adequate high voltage three phase power available for either tie‐in to locally mounted control panels or is power source to be remote mounted power source which depends on the unknown size of the compressor.

A: Yes, there will be.

7. Q: What are the fueling time‐fill required? Is the entire system to be a time‐fill or is there to also be a fast‐fill or storage system also included in the design?

A: Maximum 1 minute, also want storage.

8. Q: Does the Department expect that the existing system and equipment foundation be demolished and removed and replaced with an all new CNG Bottle Filling facility?

9. Q: Will the new facility need to be constructed to meet Fire Department and NFPA Code compliant Permit standards?

10. Q: Is the existing CNG Storage Sphere / Vessel to remain and be reused as part of the new facility or removed and replaced? If so, when was it last inspected and the vessel certified?

A: The existing CNG storage vessel may remain and be reused if feasible. We do not have historical records of the last inspection or certification. The contractor is responsible for inspecting and certifying the vessel for reuse, if possible.

11. Q: Does the replacement electrical system to be installed need to meet Class I Div I standards?

A: Yes.

12. Q: Is it expected that the existing electrical conduit is adequate for re‐use or is new above and underground electrical conduit need to be included in the Scope of Work?

A: Yes, existing conduit is expected to be adequate for reuse.

13. Q: What size, length, type, and how many bottle fill lines need to be included as part of the new system?

A: One.

14. Q: What type and frequency of maintenance and service is expected to be included and provided (i.e. monthly, quarterly, semi‐annually, on‐call only)?

A: Maintenance services are expected to be included. We expect a comprehensive preventative maintenance program including monthly inspections, quarterly and semi‐ annual mechanical/electrical checks, and an annual full‐load bank test, supplemented by 24/7 on‐call emergency support.

15. Q: The new CNG standard is 3600 psi. Please confirm the maximum target pressure of the existing system.

A: 2000 PSI.

16. Q: The Scope of Work lists an “Operating Inlet Pressure” of 5 psi and a “Utility Supply Pressure” of 40 psi. Please confirm whether a new pressure regulator should be included as part of this bid.

A: No more than 40 PSI, however, please propose whatever the new unit needs.

17. Q: The document also states an “Operating Rate” of 5” to 9” WC (0.18 psi to 0.32 psi).

Please review and confirm this range.

A: Currently the 5” to 9” WC is stated on the current unit. Currently there is a 38 PSI inlet pressure and the outlet pressure is currently not regulated.

18. Q: The final paragraph on page one references “performance verification of the specified 30” WC inlet pressure” (approximately 1.08 psi). This appears to conflict with the earlier stated 5 psi inlet pressure. Please review and clarify.

A: We can provide 5 PSI or 38 PSI.

19. Q: On the electrical side: New compressors will require new wiring, breakers, and ESDs from the switchgear to the compressors. Please confirm the distance and conduit diameter from the switchgear to the junction box located on the compressor‐side wall.

A: As discussed during the Site Walk, the new compressor will be a smaller unit, and the required routing will differ from the existing configuration. Therefore, the current distance and conduit diameter do not apply.

20. Q: Please confirm the distance from the junction box and ESDs to the compressors.

A: 80 Ft.

21. Q: Please confirm the compressor pad dimensions.

A: The current footprint of the existing compressor is around 2.5’ by 5’. However, the new unit should be a lot smaller than the existing unit, so the existing footprint does not apply.

22. Q: Does the Department wish to have a gas manifold installed so that multiple gas bottles can be filled or simply stay with the current single fill point?

A: No, stay with current system.

23. Q: How long does the Department request or expect any new fill hose(s) to be?

A: The hose length is at the discretion of the compressor system designer. The scope of work requires filling one tank at a time, and the hose will not need to extend more than 10 feet.

24. Q: Does there need to be a gas bottle staging or temporary holding area to be set up and/or included in the new layout?
