About this opportunity
Tualatin Valley Water District is soliciting Statements of Qualifications under RSOQ 2027-003 for on-call treatment, pumping, and transmission professional services supporting the Willamette Water Supply System water treatment plant in Sherwood, Oregon. SOQs are due November 19, 2026 at 2:00 p.m. Pacific Time via Bid Locker, and an optional pre-proposal conference is scheduled for October 29, 2026. Proposers must execute the District's nondisclosure agreement to access restricted project information in a secure Data Room. The agreement prohibits AI tools without District approval and requires unauthorized disclosures to be reported within 24 hours. Breach may result in SOQ rejection or disqualification from future District solicitations.
Proposers may submit for one or both categories: Treatment and Pumping Support, and Transmission System Support. Services are advisory only, without direct operational control, and cover troubleshooting, operational support, system performance evaluation, and technical recommendations during the startup and early operations phase. Required insurance includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, and professional liability of $1,000,000 per claim and $2,000,000 aggregate. Reduced professional liability limits of $500,000 and $1,000,000 are acceptable for advisory-only work. Workers' compensation is required, and the District reserves the right to request cyber liability coverage.
The District intends to award up to three Umbrella Contracts per category and may award more or fewer. The District anticipates total services not to exceed $250,000 per Umbrella Contract. The initial term is two years, with up to three one-year renewal options. Award does not guarantee task orders. The District may directly award task orders up to $500,000 to awarded consultants, and work between $500,000 and $750,000 may require informal competitive proposals among awarded consultants. Labor rates may be adjusted annually by the West Region Consumer Price Index, and travel is reimbursable at federal per diem rates for Portland, Oregon.
Interviews may be conducted November 30 through December 1, 2026, with a Notice of Intent to Award expected December 15, 2026. Work products and intellectual property become the exclusive property of TVWD. Requested contract term exceptions must be addressed in cover letters.
