About this opportunity
The Minnesota Department of Corrections has issued a Request for Proposal (RFP) for satellite or cable TV service specifically for the Minnesota Correctional Facility located at 1101 Linden Lane in Faribault. The procurement seeks a contractor to provide television services for the facility, with a proposed contract term spanning either from August 1, 2024, to July 31, 2026 (with potential three-year extension options) or from August 1, 2024, to July 31, 2029 (with no extension possible). Mandatory requirements include a site visit, which must be registered for by May 15, 2024, with a mutually agreeable date to be scheduled thereafter. Prospective vendors must submit their proposals exclusively through the SWIFT Supplier Portal by June 7, 2024, with all questions to be submitted in writing to Elizabeth Huebner by June 4, 2024, at 3:00 p.m. Central Time. Required submission documents include Attachment A (Responder Declarations), Attachment B (Exceptions to Standard Terms), Attachment D (Responder Forms), Attachment F (Narrative Response), Attachment G (Channels), and Attachment H (Price Schedule). Vendors must comply with facility background check requirements and adhere to strict site visit protocols, including a prohibition on cell phones and picture-taking devices.
The RFP demonstrates a preference for Minnesota-based businesses, particularly those classified as small enterprises or majority-owned by minorities, women, persons with disabilities, or veterans. There are also preferences for businesses located in economically disadvantaged counties. Vendors must enter a nominal bid amount of $0.01 in the price schedule and be prepared to navigate complex facility entry procedures. While specific budget ranges are not explicitly detailed, the procurement suggests a comprehensive TV service contract for a correctional facility. Potential respondents must demonstrate capability to provide a full range of TV services suitable for a correctional environment, with an understanding of the unique operational constraints of a state correctional facility. Background checks and strict procedural compliance are critical components of the selection process, indicating that vendor reliability and adherence to institutional protocols will be significant evaluation criteria.
