About this opportunity

The Tennessee Department of Education is requesting proposals for a single contractor to deliver tutoring, district support, and convenings services statewide under RFP 33101-25102FAS2, with responses due September 29, 2026 at 2:00 p.m. and a pre-response conference scheduled for August 17, 2026.

The scope encompasses one annual statewide in-person training accommodating up to 300 attendees, three annual regional convenings (one per Grand Division) with up to 200 attendees each, two annual virtual convenings with targeted implementation support, and two annual sets of training videos (12–24 videos per set) demonstrating effective tutoring practices for the Tennessee Accelerating Literacy and Learning Corps model. The contractor must secure venues, co-develop agendas with the State, provide materials and presentations, manage logistics including travel and lodging reimbursements, maintain bi-weekly State communications, and ensure all materials comply with the State's style guide and Section 508 accessibility requirements. All work products constitute works made for hire with full ownership vesting in the State. Subcontracting requires State approval.

The estimated maximum contract value is $2 million over an eight-month term (effective date to be determined through June 30, 2027). Compensation is based on per-unit pricing for each service category—statewide trainings, regional convenings, virtual convenings, and video production sets—with the State under no obligation to purchase minimum quantities. The contractor bears all associated costs including taxes, overhead, and indirect expenses.

Evaluation criteria are general qualifications and experience (10 points), technical qualifications, experience and approach (60 points), and cost proposal (30 points). Written questions are due August 25, 2026. The Notice of Intent to Award is scheduled for October 12, 2026, with a protest period ending October 19 and contractor signature deadline October 22.
