About this opportunity
Trinidad State College, through the Colorado Office of the State Architect, is soliciting quotes under Documented Quote Request DQ2027000156 for independent commissioning authority services on its Valley Campus Main Building Renovation in Alamosa, Colorado, with a pre-bid conference on November 6, 2026 at 9:00 AM (optional, via Microsoft Teams) and quotes due November 20, 2026 at 4:00 PM Mountain Time. A Colorado resident bidder preference applies, and award goes to the lowest responsible bidder.
The commissioning scope covers construction quality oversight, system startup and functional verification, turnover, and warranty-period performance for applicable building systems. The project renovates an existing 52,884 gross square feet, two-story main building and adds a two-story addition, bringing the total to approximately 66,999 gross square feet upon completion. Vendors must show specific experience in HVAC systems, building automation systems, direct digital control systems, testing and balancing, high-performance buildings, building operations and maintenance, commissioning specifications, higher education facilities, and rural Colorado operations. Quotes must include three examples of similar projects completed within the last five years, a firm organization and key team identification, and one-page resumes for all personnel.
Quotes must be submitted on company letterhead with detailed labor rate tables and all materials and labor required for complete project execution, sent by email to penny.bueno@trinidadstate.edu. A bid bond or proposal guaranty of not less than 5% of the total bid is required for construction values of $50,000 or greater. Vendors must be registered in CORE, comply with E-Verify, register to do business in Colorado, and accept the State's standard contract terms unless noted exceptions are submitted. The attached State of Colorado Purchase Order Terms and Conditions, effective October 10, 2023, set payment within 45 days of receipt and acceptance of correct invoices, minimum insurance of $1,000,000 per occurrence for commercial general liability, and an Information Technology addendum with WCAG Level AA accessibility and Colorado Office of Information Security obligations when IT is involved. Questions are due November 11, 2026, and the anticipated contract start date is November 30, 2026.
