The evaluation criteria prioritizes price as the primary consideration, with awards made to the lowest responsible and responsive bidder meeting all specifications and requirements. Critical deadlines include a written inquiry deadline of May 27, 2015 at 1:00 p.m. MDT, bid responses published May 28, 2015, bid submission deadline of June 5, 2015 at 3:00 p.m. MDT, and estimated contract award on June 9, 2015, with the contract term extending from the Purchase Order effective date through December 31, 2015.
A 5% preference applies to certified Service-Disabled Veteran Owned Small Businesses (SDVOSBs) during the evaluation process. Pricing must be quoted on a firm basis through December 31, 2015, with payment terms of a minimum of Net 45 days and F.O.B. Destination pricing. The topper structure and paint carry a three-year parts and labor warranty, bed slides provide a five-year factory warranty, and running boards include a one-year manufacturer's warranty. Vendors must comply with the State of Colorado's Purchase Order Terms and Conditions effective January 1, 2009, which establish a 45-day payment timeline from receipt of acceptable products and correct invoice and require full compliance with all applicable federal and state laws, including workers' compensation insurance and intellectual property indemnification obligations.
