About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, acting on behalf of Central Fleet Services, is requesting quotations for fiberglass truck caps across eleven vehicle specifications under RFQ 18P 220106-162, with quotations due January 19, 2022 by 4:00 p.m. Eastern Standard Time via the AdvantageME Vendor Self Service (VSS) electronic procurement system. Bidding on all truck caps is preferred but not required; the State intends to make a single award but may make multiple awards if determined to be in its best interest.

The scope includes truck caps for Ford Ranger Super Cab (6-foot bed, multiple paint colors and styles), Ford F150 Super Cab (8-foot and 6.5-foot beds), Ford F250 Super Cab (6.5-foot bed), and GMC Sierra C1500 Quad Cab vehicles, all in 4-wheel-drive configuration. Each specification calls for fiberglass construction with radius corners, reinforced roofs, clear glass with black window beading, 360-degree visibility windows, recessed third brake lights, two gas props per door, four aluminum hold-down clamps, and cap tape. Most include side windows with sliding or folding doors, standard front windows, and interior 12-volt lighting. Specifications prohibit Scotch-Lok style connectors. The vendor must complete full installation of the truck cap and all accessories at their location and provide vehicle pickup and delivery service to and from CFM in Augusta at no additional charge; all shipping costs are included in the FOB Destination bid price.

Bidders must submit unit pricing and estimated calendar days for delivery on completed Excel spreadsheets in the specified format. Award decisions will be made on a best-value basis considering conformity to specifications, quality, delivery date, and overall State benefit; once conformity is established, the lowest-price bidder among qualifying responses will be considered for award. The State reserves the right to reject the lowest-price bidder if that bidder has documented poor performance or a terminated or non-renewed contract within the last five years. Questions must be submitted through the VSS Q&A List tab no later than forty-eight hours prior to closure. Payment terms are anticipated at net 30 upon receipt of an acceptable invoice. The State is exempt from federal, state, and local taxes and will provide an exemption certificate upon application.
