About this opportunity
The Teacher Retirement System of Texas (TRS) is requesting proposals for an enterprise-grade meeting transcription and conversation intelligence platform under RFP TRS000656, with proposals due February 27, 2026 at 3:00 p.m. Central Time. Questions were due February 6, 2026 — TRS received no questions during the published Q&A period. Addendum 1, posted February 27, requires vendors to acknowledge receipt of the addendum by signing the cover page and including it with their response; failure to do so may render the proposal non-responsive.
Vendors must demonstrate at least three years of experience providing transcription and conversation intelligence solutions with native integration to Microsoft Teams, Zoom, Google Meet, and WebEx, plus integration with Okta Single Sign-On and M365 platforms for transcription storage. The platform must automatically capture audio from virtual, in-person, and hybrid meetings; generate time-stamped, searchable transcripts with speaker identification; and deliver summaries and action items. Full implementation, including tenant setup, SSO integration, role-based access control, policy configuration, and initial system hardening, is required. Compliance with SOC 2 Type II, ISO 27001, GDPR, CCPA, TX-RAMP, and WCAG 2.1 AA accessibility standards is mandatory; data residency must be within the continental United States.
The estimated scope is 200 named users annually. Respondents must submit firm, fixed prices inclusive of all costs, with line-item pricing for optional features; no price escalation is permitted across the initial one-year term and three optional one-year renewals. Proposals are evaluated 60% on performance and 40% on price using best value standards. TRS anticipates presentations, demonstrations, and interviews with top-ranked respondents during the week of March 16. The contractor must maintain professional liability insurance of $2 million per occurrence and cyber liability of $10 million aggregate. All subcontractors require a complete HSP; no VETHUB subcontracting plan is required. Submissions must be made through TRS' Procurement and Vendor E-System (PAVES). Contact: Spencer Cummings, TRS Procurement and Contracts Representative.
